Under the new normal,innovation has become the core driving force for China's economic transformation and upgrading and sustained and stable development.Chinese enterprises have been striving to move from "Made in China" to "Created in China." As the foundation of corporate innovation,employees and their creativity play a vital role in this process.Therefore,research on how to improve employee creativity has become the focus of research in the field of organizational behavior in recent years.As a core competitiveness of enterprises,high-performance work systems can have a significant impact on organizations and individuals,but research on their relationship with employee creativity is rare,especially the exploration of the mechanism between the two,still not yet obtained in stages.Under the dynamic competition,the importance of organizational learning and learning organizations has been widely recognized by the theoretical and practical fields.Organizational learning is considered to be the core mechanism for transforming the input of human resource management system into output,but it still needs empirical test.At the same time,strategic human resource management has always emphasized the role of contingency factors.Strategic flexibility as an important capability of enterprises in dynamic competition can influence the implementation effect of high-performance work systems.These problems are urgently needed to be answered.Based on the theory of organizational learning,this study explores the impact of highperformance work systems on employee creativity and the mediating role of organizational learning,and incorporates strategic flexibility into the model to test the moderating role of strategic flexibility in the model.In this study,Chinese enterprises were used as research samples.Through the questionnaire survey of “supervisor-subordinate” pairing forms,a total of 345 employees' effective questionnaires were collected from 70 enterprises.Exploratory and confirmatory factor analysis methods are used to test the reliability and validity of high-performance work systems,organizational learning,employee creativity,and strategic flexibility,and use a multilevel linear regression(HLM)approach to descriptive analysis.Correlation analysis and regression analysis explored the relationship between variables.The research results show that:(1)high-performance work system is positively related to employee creativity;(2)high-performance work system affects organizational learning and then contributes to employee creativity;(3)enterprise resource flexibility and coordination flexibility moderate the impact of high performance work system on organizational learning;(4)Further,resource flexibility and coordination flexibility moderates the mediating effect of organizational learning between high-performance work systems and employee creativity separately,that is,when the resource flexibility or coordination flexibility is high,the mediating effect is stronger.
