Research On The System And Mechanism Innovation Of Guizhou Inland Open Economic Pilot Zone

Since China's reform and opening up,the economy has developed rapidly.After joining the WTO,China's trade volume with other countries has grown rapidly,making important contributions to promoting economic globalization and promoting international economic exchanges.However,the history of development over the past40 years shows that the growth and development of China's economy mainly depends on the open coastal provinces and cities in the eastern coastal areas.The inland areas are developing slowly due to the characteristics of geographical conditions,human environment,economic base and institutional mechanisms.With the implementation of the central comprehensive open policy and the approval of Ningxia as the first inland open pilot area in 2012,Guizhou was approved as the second inland open pilot area in 2016,and the “Belt and Road Initiative” was With the positive response of countries and regions along the route,the western provinces of China have ushered in a period of rapid development.In this context,how to build an inland open economic pilot zone in Guizhou Province is a question worth considering and studying.Political economy is a discipline that studies the relationship of production.However,it does not study the production relations in the field of matter and culture in isolation and statically.Instead,it must connect with the productive forces and connect with the superstructure to reveal the regularity of the development and change of the production relations.The institutional mechanism construction belongs to the superstructure category.It has an extremely important impact on the evolution of production relations.The research of this thesis is based on the purpose of providing fresh samples for contemporary political economy with Chinese characteristics.Through the research in this paper,the author finds that Guizhou Province has initially formed a good pattern of openness,and the benefits are gradually emerging.It is working hard to open up a new channel for opening up to the outside world(southward channel)and optimize the environment for opening up.However,Guizhou Province has not made substantial progress in the innovation of the institutional mechanism for the construction of the inland open economy pilot zone.It has not formed a clear idea in the framework construction and specific implementation plans(the National Development and Reform Commission's comments),and it requires the community to work together.Grasp the breakthrough.This article takes the Shanghai Free Trade Zone as the benchmark object,drawing on its successful experience and unsuccessful lessons.At the same time,itdraws on the experience and lessons of the US Appalachian region,Sweden and India's Bangalore region to open up the construction of Guizhou Province.The innovative research on the institutional mechanism in the process of economic pilot zone can provide reference.In the last part of the study,based on the Marxist leap-forward development theory and the status quo of Guizhou Province construction and domestic and foreign construction experience,the author proposes the tasks of Guizhou Province to learn from domestic and foreign related experience,including trade facilitation,accelerating financial innovation,and conducting administration.Reform and support.The author believes that in terms of overall institutional arrangements,Guizhou Province needs to issue the “Regulations for the Construction of Inland Open Economy Experimental Zones in Guizhou Province” as the general outline.On this basis,the management system,fiscal and taxation system of the inland open economic pilot zone in Guizhou Province,Innovation in the financial system and talent system;at the mechanism level,it is necessary to further improve the mechanism of undertaking the eastern industrial transfer,improve the legal guarantee mechanism,establish an open-innovation fault-tolerant and evaluation mechanism,implement a commercial dispute resolution mechanism in line with international practice,and establish an APA.Taxation supervision mechanism.It is hoped that through the research in this paper,it will provide a certain theoretical reference for the construction of the inland open economic pilot zone in Guizhou Province.
