The transfer of rural labor force is an important issue in the work of "agriculture,countryside and farmers".It is related to the increase of farmers’ income and the overall development of rural economy and society.It is also related to the effect of building a new socialist countryside and the process of building a well-off society in an all-round way.Solving the problem of rural surplus labor transfer is conducive to China’s economic development,narrowing the gap between urban and rural areas and solving the problems of "agriculture,countryside and farmers".It is also conducive to the rational allocation of China’s labor resources and the transformation of China from a large human resource country to a powerful human resource country.At present,the transfer of rural surplus labor has entered a new stage.How to guide and promote the efficient and orderly transfer of rural surplus labor,increase farmers’ income and realize the optimal allocation of human resources is an urgent problem to be solved.Based on the data of Ningbo Human Resources Survey from 2015 to 2017,this paper studies the current situation,internal structure and development trend of rural labor force transfer in Huangtan Town,Ninghai County.(1)Huangtan Town attracts the employment of local labor force based on its good industrial and agricultural foundation.At the same time,the government of Huangtan Town has introduced a variety of employment and entrepreneurship measures,nurturing rural industry personnel,undertaking entrepreneurship training,doing a good job in recommending practical talents,nurturing agricultural extension personnel and implementing the "civilian talent" program,and has achieved some results.(2)Through the analysis of statistical data and survey data,it is found that a large number of labor force in Huangtan Town has been transferred to Ninghai County and other towns in the county,mainly in-situ transfer;multiple employment channels of labor force;employment in the secondary industry;mainly in the young and middle-aged labor force transfer;the number of female labor force transfer is gradually increasing;and the Torreya industry has absorbed a certain amount of rural labor force.(3)The main reasons for the transfer of labor force in Huangtan Town are economic factors.At present,there are some problems,such as the quickening of the outflow of labor force,the more outflow of high-quality talents,the lower level of labor force culture,the lower level of outflow labor force technology,the larger gap of skilled workers,the lower willingness of rural labor force to return home and start businesses,and the serious hollowing of rural areas.In view of the above problems,the article puts forward the following four suggestions: 1.Take a new road of urbanization to promote the development of county towns and central towns;2.Develop tertiary industry to promote rural employment;3.Strengthen education and training to improve the quality of labor force;4.Cultivate new types of professional farmers to promote the flow of talents;5、Excavating Special Agricultural Products and Creating Regional Brands. |
