With the arrival of the information age,especially in the context of the transformation of old and new drivers,the enhancement of the national consciousness of environmental and labor protection,tire sales enterprises are facing the competitive pressure of increasing costs and losing talents.To survive in competition and achieve sustainable development,an enterprise needs to establish a perfect performance assessment system to fully explore people's enthusiasm,initiative and creativity.Enterprise achives goals while improving individual performance,departmental performance and enterprise performance.In the enterprise,the middle manager is the pillar of the enterprise and plays a unique role.Therefore,it is necessary to establish a performance appraisal system for middle managers of tire sales enterprises in line with the strategic goals of the enterprise.And the balanced scorecard can connect the enterprise long-term goals and short-term goals,give guidance in the strategic development of the enterprise.Therefore,an effective performance appraisal system based on the balanced scorecard,can stimulate the autonomy,enthusiasm of middle managers,excavate its potential.First,this paper reviews related literature including the domestic and foreign enterprise middle managers performance management,summarizes the middle manager performance evaluation research status at home and abroad,and fully grasp the relevant theories,provide theoretical support for the research.Through interviews and questionnaires,four tire sales enterprises with annual sales of more than 200 million yuan were investigated to understand the status quo and existing problems of performance assessment of middle managers in tire sales enterprises,and analyze the reasons for the existing problems.On the premise of defining the strategic objectives of tire sales enterprises,the performance assessment index system of middle managers is established according to the financial dimension,customer dimension,internal dimension,learning and growth dimension of BSC,so as to make the performance assessment indicators of middle managers consistent with the strategic objectives of enterprises.Entropy method was used to determine the objective weight of each index and Delphi method was used to determine the subjective weight.The combination of objective weight and subjective weight makes the weight of performance appraisal index more objective,just and fair.At the same time,this paper sets up the evaluation standard of performance appraisal,assessment cycle and the incentive measures of the feedback of performance appraisal results.On this basis,the performance appraisal model of middle level managers in tire sales enterprises is established.Finally,A tire sales enterprises is used as the object of empirical research to verify the model.
