Research On The Reform Of Agricultural Reclamation System In China From The Perspective Of Principal-Agent Theory

Both the report of the 19 th CPC National Congress and the publication of the No.1 document of the CPC Central Committee in 2019 have emphasized the strategic position of agricultural development to China's economic and social development,and the issue of agriculture remains the top priority of our Party's work.As the "national team" in the development of China's agriculture,agricultural reclamation has written a great deal in the development and construction of agriculture in our country,but now the status of agricultural reclamation is gradually marginalized.Starting from the relationship between the government and the farm,this paper makes the following thinking and exploration: What role does the farm play in the relationship between the government and the farm? What problems will be encountered in the development of agricultural reclamation system in the new period? How to reform the system?Based on the principal-agent theory and focusing on the present situation of agricultural reclamation system,this paper chooses Hongxing Reclamation Field as a case study,and analyzes the principal and agent behavior of the government and Hongxing Reclamation Field in the principal-agent relationship.Firstly,this paper clarifies the institutional arrangement and theoretical model of principal-agent theory,constructs the analytical framework of principal-agent theory,and analyzes the applicability of the principal-agent theory.Secondly,the principal-agent analysis of the management system of Hongxing Reclamation Farm is carried out,and the entrustment of the government to the management authority of Hongxing Reclamation Field and the agent of the administrative and financial rights of Hongxing Reclamation Field are defined,and the status quo of Hongxing Reclamation Farm as an agent is analyzed.It mainly includes the tube of Red Star Reclamation Field.Management system,human resources development,financial revenue and expenditure operation and other aspects of the current situation.Thirdly,through the analysis of the status quo of Red Star Reclamation Farm,it is found that the management system of Hongxing Reclamation Farm has the problems of status edge,single property right,no distinction between government and enterprise,lack of talents,and self-government.Using the principalagent analysis framework to analyze the reasons,it is found that the main reasons of these problems are the failure of reputation incentive and the obstruction of personnel promotion channels,the existence of ratchet effect and the lack of incentive mechanism.There is a lack of cooperation between agents and the lack of clarity of authority and responsibility on the part of the principal and agent.Finally,from the point of view of principal-agent theory,aiming at the problems existing in the system of agricultural reclamation,this paper puts forward an optimized way of reform.Diameter.Mainly from two levels: first,the government needs to formulate the supervision and mechanism of the farm,precisely positioning the relationship between the two;second,the farm needs to strengthen the sense of self-discipline,and earnestly fulfill the spirit of the contract.
