Documents and meetings are the most basic tools,means and forms of expression for the government to perform its functions.They are also the most commonly used means to promote policy implementation.However,some local governments or departments rely too much on documents and meetings,and even have some prominent problems,such as "attaching little importance to meetings to examine;working well,documents are indispensable",which initially evolved into Excessive Paperwork and Meetings.How to manage Excessive Paperwork and Meetings and optimize the procedures and efficiency of running Excessive Paperwork and Meetings have become the common goal of the central and local governments,and also the proposition of grassroots governance research.From the perspective of secretarial workers,this paper combines empirical research with normative research,borrows the concepts of document politics and conference administration put forward by academic circles,and studies the specific situation and current situation of Excessive Paperwork and Meetings in Prefecture-level cities,focusing on the prefecture-level cities as the most typical "upload and download" in China's administrative system,and chooses Z-level policy documents to discuss the situation of Excessive Paperwork and Meetings over the years.The specific measures formulated are analyzed and compared,and effective measures suitable for prefecture-level cities are refined.The situation of Excessive Paperwork is analyzed with emphasis.In the meeting area,the efficiency and cost dimensions of the meeting will be analyzed.At the same time,the specific case of Z city meeting will be studied to explore how to effectively improve the meeting efficiency and further control the meeting situation.
