The Research On Performance Evaluation Of Financial Aid For Poverty In Hunan

Poverty has always been a major problem facing China.In order to get rid of poverty,China has also carried out a series of poverty alleviation work.Especially in recent years,poverty alleviation and poverty alleviation have become a hot topic.Comrade Xi Jinping has emphasized more than once that we should win the battle against poverty.Poverty alleviation work in all regions of the country is in full swing,and Hunan Province is no exception.After so many years of poverty alleviation work,the poverty level in Hunan Province has been significantly reduced,but there is still a certain distance from the goal of poverty alleviation in an all-round way,so poverty alleviation work can not be relaxed for a moment.In the process of poverty alleviation,poverty alleviation funds provide a strong impetus for it.By consulting the literature,the author finds that the sources of poverty alleviation funds are basically dependent on the government,and the degree of social participation is insufficient.Therefore,how to make the financial poverty alleviation funds invested by the government play a better role in carrying out poverty alleviation work,so it is necessary and practical to explore the performance of financial poverty alleviation funds.This paper expounds the background,purpose and significance of the research,summarizes the research of domestic and foreign scholars from the aspects of poverty and anti-poverty,performance evaluation and index system of poverty alleviation funds,defines the related concepts of financial poverty alleviation funds,expounds the theory of public goods,low-level trap,new public management theory and unbalanced development theory,and from the development stage of poverty alleviation and development.Duan and Poverty Alleviation Work analyzed the current situation of financial poverty alleviation in Hunan Province from two aspects.On the basis of the above normative analysis,five indicators,namely,direct poverty alleviation effect,poverty alleviation input level,economic benefit,social benefit and ecological benefit,were selected as the criterion level and the data of 19 indicators in the past nine years.Hunan Province with the framework of target level,criterion level and indicator level was constructed.Fiscal poverty alleviation fund performance evaluation system,and the use of entropy method for empirical analysis,the weight and entropy are worth points.The results show that the comprehensive score of the performance entropy of the financial poverty alleviation funds in Hunan Province is increasing year by year,which shows that the poverty alleviation work in Hunan Province is progressing every year,and the financial poverty alleviation funds have played a positive role in the development of poverty alleviation work;the weight and the entropy value of social and economic benefits are the largest,among which the number of pension insurance participants and the expenditure of financial poverty alleviation funds improve Hunan's finances.The performance of government poverty alleviation funds provides guarantee and motivation.Finally,the author puts forward some suggestions to improve the performance of Hunan's financial poverty alleviation fund and better carry out the work of poverty alleviation and poverty alleviation:increase the investment of funds,broaden the sources of funds;improve infrastructure construction,improve ecological protection and poverty alleviation;promote economic development,improve people's income;strengthen basic education,pay attention to vocational education;improve the social security system,for poverty alleviation.In order to provide some reference for the development of financial poverty alleviation work in Hunan Province,and contribute a little to the struggle against poverty in Hunan Province.
