Research On The Performance Of YZ Urban Finance To Encourage The Use Of Venture Capital

In recent years,governments at all levels have promulgated corresponding policies to encourage entrepreneurship,to in line with Prime Minister Li Keqiang's call for "mass entrepreneurship and innovation".And in 2016 the YZ Municipal People's Government has promulgated "YZ City Small and Micro Enterprises Innovation Base City Demonstration Special Fund Management Measures" and "YZ City Focus on Rich People to encourage entrepreneurship policy advice",set up special funds by the finance to encourage and support individual entrepreneurship.Over the past two years,the implementation of the policy has achieved certain results,but also exposed many problems.Strengthening the performance evaluation of YZ's financial incentives for venture capital is of great significance for improving the performance of financial funds and encouraging people to start their own businesses.This paper takes the special funds for encouraging entrepreneurship set up by YZ city finance as the research object,uses public finance theory and principal-agent theory to analyze the use of the funds for encouraging entrepreneurship in YZ city,constructs the performance evaluation system of the funds for encouraging entrepreneurship in YZ city,evaluates the performance of the funds for encouraging entrepreneurship in YZ city,summarizes the achievements made and points out the existing problems.The research shows that the implementation of YZ's policy of encouraging venture capital plays an active role in providing high-quality venture resources,creating an entrepreneurial atmosphere,and promoting the development of venture enterprises.However,there are still some problems,such as the lack of financial subsidies,the limited scope of implementation objects,the lack of organized distribution of some subsidized projects,the untimely allocation of funds,the high efficiency of the use of funds and the inefficiency of services.Based on the analysis of the causes of the existing problems,this paper puts forward some countermeasures and suggestions to improve the performance of YZ city in encouraging the use of venture capital,which mainly include:Firstly,we should increase financial subsidies and strengthen financial targeting;secondly,we should integrate government resources and strengthen financial policy publicity;thirdly,we should optimize the approval process and improve the timeliness of funds allocation;fourthly,we should optimize the government service system and improve the evaluation mechanism.
