In the era of globalization of knowledge economy,the way high-tech enterprises create value changes.High-tech enterprises no longer rely on tangible assets to create value,but rely on knowledge and information rooted in the core accumulated in their long-term internal growth process.Knowledge and ability to gain competitive advantage for high-tech companies.At the same time,we have noticed that the formation and development of science and technology parks have become the mainstream trend.On the one hand,it promotes the continuous improvement of science and technology,on the other hand,it promotes the transformation and upgrading of traditional industries and the rapid development of regional and even national economies.Under the background of national promotion and optimization of the “business environment”,the Jiangxi Provincial Government takes the national development strategy as the main direction and builds a highly efficient and honest political ecology as the main means to comprehensively promote the political and economic construction process in Jiangxi Province and build a green and beautiful natural environment.Promote the development of enterprises and introduce relevant documents.In this form,we will deeply study the relationship between the regional policy environment of different science parks and the effective integration of internal resources and the innovation performance of high-tech enterprises,rationally allocate resources,and enable them to jointly form the driving force for enterprises to create value and improve the high-tech enterprises Innovation performance.Through combing and analyzing the relevant literature,this paper believes that the organizational capital owned by the enterprise can enhance the innovation performance of high-tech enterprises,but the initiative and creativity of the organization vary according to the external environment in which it is located,and there is no doubt that it is different.In the external environment,the role of organizational capital in the innovation performance of high-tech enterprises will change.Therefore,when analyzing the relationship between organizational capital and high-tech enterprise innovation performance,it is necessary to consider the impact of regional policy environment.Therefore,the author first conducts theoretical analysis,based on the knowledge management theory,regional superiority theory and enterprise competence theory,takes the regional policy environment as a regulatory variable,discusses the relationship between organizational capital and corporate innovation performance,and analyzes the adjustment effect of regional policy environment.Then conduct an empirical study to verify your assumptions.This paper has a total of six parts: The first part is the introduction of the article.After expounding the research background of the article,the research significance of this article is further elaborated.The second part is to categorize the mainstream views of organizational capital and high-tech enterprise innovation performance in the past in the form of literature review.The third part defines the connotation and structure of organizational capital and enterprise innovation performance in detail.In this part,we first determine the three concepts of organizational capital,regional policy environment and enterprise innovation performance,and then analyze the characteristics of organizational capital inclusion.At the end of this part,we introduce what kind of theoretical basis the paper is based on.Later,in the fourth part of the article,the six hypotheses of this paper were formally proposed.The next part is the empirical test of the fifth part.This part includes the sample selection and data source,the definition variables and the construction model,the data collected by the questionnaire,and the empirical test to verify the hypothesis.The sixth part is the conclusions and policy recommendations.According to the empirical test in the fifth part,all the hypotheses of this paper are verified.Therefore,in this part,the conclusions of the research can be drawn,and then the high-tech enterprises can improve the efficiency and adaptability of organizational capital management.Some suggestions were made on regional policy changes,the government's efforts to strengthen talent introduction and regional policy environment construction,and finally put forward further expectations for the future research prospects of organizational capital,hoping to bring some ideas and suggestions to theory and practice.In the empirical test section,the corresponding data was obtained through questionnaires,and 200 questionnaires were formally distributed.After the questionnaires were collated,the number of questionnaires available was 160,and the effective questionnaire rate was 80%.After collecting the relevant data,the author mainly uses SPSS statistical software and AMOS software for data processing,and combines reliability and validity,descriptive statistics,difference analysis,correlation analysis,regression analysis for data analysis,structural equation model versus model.The establishment was verified.Through theoretical discussion and empirical research,this study mainly draws the following conclusions:(1)Measurement dimension of organizational capital: corporate culture,organizational structure,research and development capabilities,and information technology systems.Measurement dimensions of the regional policy environment: regional regulatory policies,regional financing policies,regional talent policies.The measurement dimension of high-tech enterprise performance: innovation performance.(2)Organizational capital is positively related to the innovation performance of high-tech enterprises;the four dimensions of organizational capital(corporate culture,organizational structure,research and development capabilities,information technology systems)are positively correlated with the innovation performance of high-tech enterprises.(3)The regional policy environment has a positive adjustment effect on organizational capital and high-tech enterprise innovation performance.Therefore,enterprises and local administrative agencies should pay attention to the development and management of organizational capital,and at the same time strengthen the construction of regional policy environment,and thus improve the innovation performance of enterprises.
