Under the new normal,in the period of economic transition,to achieve sustained economic growth,China must change the mode of economic growth and improve the efficiency of economic operation,with the focus on promoting industrial and technological progress.As an important part of China’s economic policy,industrial policy is the main way for the government to intervene in industrial development,and enterprises are the Imain body of industrial development.How to formulate and implement industrial policy to better promote the technological progress of enterprises has become a severe and realistic problem faced by governments at all levels.Therefore,this paper attempts to explore the impact of industrial policy on the technological progress of enterprises,and provides corresponding policy Suggestions based oin the research results.In 2007-2014 of 745 listed manufacturing companies,a total of 28 manufacturing industry enterprise data,referring to wang wen(2014),huang xianhai(2015)and other measurement methods for industrial policy,government subsidies and preferential tax measures industrial policy,based on the total factor productivity growth of enterprises and the decomposition index of efficiency and technology to measure the technological progress,and according to the property right nature of enterprises and the degree of marketization of the registration place,this paper analyzes the impact of industrial policy on the technological progress of enterprises by building an appropriate empirical model.This paper draws the following conclusions:first,government subsidies have an inhibitory effect on the technological progress of listed manufacturing enter;prises,which is mainly manifested in the inhibitory effect on state-owned enterprises,and the inhibitory effect in regions with high degree of marketization is stronger than that in regions with low degree of marketization.Second,tax incentives have a significant role in promoting the technological progress of listed manufacturing enterprises,which is mainly manifested in the promotion of the technological progress of private enterprises,and this promotion only occurs in regions with a low degree of marketization.Thirdly,industrial policies affect the productivity of listed manufacturing enterprises mainly by affecting their technological efficiency,which is manifested in that government subsidies are not conducive to the improvement of technological efficiency of enterprises,while tax incentives are conducive to the improvement of technological efficiency of enterprises.Fourthly,further study on the implementation mode of subsidies shows that competitive subsidy implementation mode can significantly promote the total factor productivity growth of listed manufacturing enterprises.
