The port not only is transports in the network the center link, also is in the economic system important link. The port efficiency appraisal research is advantageous to the Chinese authority formulation reasonable plan policy , is advantageous to judge own and other ports efficiency horizontal disparities, the lifting efficiency level to the Chinese ports, is advantageous to the Chinese port resources disposition optimization. It provides the basis for the port raising core competitiveness, has the great significance to the Chinese port development.With Malmquist index method, which based-on distance functions, the paper measured the growth of TFP, the change technical efficiency, and the technological progress of Chinese ports. My study shows: During 199-2007, the technical efficiency levels are generally low, this is unanimous with the research conclusion of forefathers'. In the first six years of this period, the levels of technical efficiency, technology and TFP increase in several years and decrease in the others. But since 2004, they have been in a state of increasing continuously, and the rate of increase rises year by year. In addition, my study shows that the development of Chinese ports during these years, not only depends on the investment in new technology (technological progress), but also stems from the improvement of technical efficiency. This is different from the research conclusion of forefathers', the conclusion indicates that the development of Chinese ports is in a good state in recent years.
