In recent years,the reform of rural land has been deepened.In order to improve the system of land property right,maximize the vitality of rural land resource element,and promote the market-oriented allocation of land element,localities have established rural property rights trading platforms focused on contracting and management land right.At present,the market for rural contracted land management rights in Mianyang City has been completed,but it has not been targeted.Therefore,it is necessary to conduct research on the construction and operation of the trading market and promote the healthy development of the Mianyang rural contracted land management rights trading market.After clear thinking,the related theories and existing research results are reviewed and reviewed.The construction of rural property rights trading center in Mianyang City is summarized.Through questionnaires and interviews with farmers,inflow parties and relevant staff,they can understand their views on the rural contracted land management rights trading market;on this basis,summarize the operational results of the trading market:first,the use of fuzzy comprehensive evaluation The law quantifies the satisfaction of agricultural business owners on the trading market,and 73.09% of the people are satisfied.According to the principle of maximum membership degree,the maximum membership degree of the fuzzy model is 0.5639,and the evaluation result is “satisfactory”.Second,after the establishment of the trading market,the number and area of circulation increased significantly,indicating that the establishment of the trading market promoted the standard circulation of contracted land management rights.Third,the turnover area of contracted land management rights is more than 60 mu and the number of circulation projects mainly used for planting various economic crops accounts for 71% of the total circulation.It is known that the establishment of the trading market will help the development of multiple varieties of moderately large-scale development.Through analysis,it is concluded that the problems in the transfer of rural contracted land management rights in Mianyang City: the propaganda is not in place,the awareness rate is low;the separation of the three poverty is relatively lagging;the staff in the towns and villages are unstable and unfamiliar with business;Coordination and insufficient attention,;lack of incentive system;high evaluation cost and low value;complex value of property rights,lack of professional evaluation team;high threshold for mortgage financing,low audience;imperfect risk protection mechanism.Combining the development experience of the more mature rural property rights trading platform in China,proposing countermeasures: increase publicity and increase the enthusiasm of entering the market;accelerate the separation of “three rights”;regular training and improve quality;relevant departments actively participate and cooperate Advance;motivate talents and encourage the transfer of trading methods;uphold the principle of public welfare,reduce the cost of evaluation;set up a highly professional and highly authoritative evaluation team;actively carry out mortgage financing;adopt diversified ways to strengthen risk prevention;strengthen effective supervision and management.
