With the deepening of the reform of state-owned enterprises,focusing on the main line of reducing the burden of state-owned enterprises and putting them on the battlefield lightly,the ways and methods of reform are being diversified,and the scope of reform is further expanded and the utility is deepened.The introduction of the policy of "four supplies and one industry" to transfer social functions has made R enterprises in Shengli Oilfield feel the urgency of reform,transformation and development.In order to survive and develop,we must take necessary measures to find a new way out for the development of enterprises.R Enterprise is a state-owned enterprise which mainly manages heat supply for residents of oil fields.It carries out all kinds of work every year according to the production and operation decomposition index issued by Shengli Oilfield,and relies on the annual financial subsidy of Shengli Oilfield to ensure normal operation.After the transfer of social functions,how to timely change the development strategy of enterprises according to the actual situation and promote enterprises to find a new way is the top priority.Firstly,based on Denmark’s relevant strategic theory of strategy,the connotation,significance and role of strategic development,and using Boston Matrix and SWOT analysis as enterprise analysis tools,this paper specifically explores several market segments that enterprises should focus on planning for development in the future.Secondly,from the R enterprise development status and environment as an analysis point,find out the historical changes,development status and existing problems of enterprises,and find out the factors that restrict the internal reform and development of enterprises.On this basis,we should distinguish the primary and secondary,highlight the key points and emphasize the key points;and analyze the impact of environmental changes from the outside of R enterprises.First,the impact and inadaptability of the new policies on the daily operation of enterprises;second,the squeeze of the market environment on the operation of enterprises;third,the impact of the local market environment on how to consolidate and develop the market after the transfer of the functions of enterprises.From the comparison and analysis of the internal and external aspects,it is concluded that enterprises should focus on formulating development strategies and cooperate with the corresponding supporting measures to help enterprises to achieve high-quality sustainable development.Thirdly,we should establish reasonable short-term and long-term goals,and constantly improve the corporate governance structure,expand business areas,innovate human resources management,and establish and improve innovation system to form a technology service-oriented enterprise with heating operation and maintenance business as the main body and coexistence of multiple businesses.Finally,strengthening organizational leadership,strengthening publicity and popularization,and striving for policy support are the guarantee measures for the implementation of the strategic plan,so as to put the plan into practice,effectively play a guiding role and enhance the competitiveness of enterprises.The reform and development of R enterprise has its particularity,representativeness and popularization.The exploratory attempt made by R enterprise in personnel development and utilization has certain reference significance for other state-owned enterprises,especially those facing the social function transfer of "four supplies and one industry",under the background of the deepening reform of state-owned enterprises,and also has a stabilizing and practical role in promoting the workers who hold the idea of "wolf coming" in the early stage of the reform of state-owned enterprises.
