The report of the 19 th National Party Congress clearly states that China's economic growth model has changed from a stage of rapid growth to a stage of high-quality development.Under the new economic situation,the growth rate of users in the telecommunications industry has dropped year-on-year,and it has responded positively to the policy call of the country to speed up and lower fees,and the pressure on increase has been great;At the same time,the technology update of the telecommunications industry has been accelerated and resources investment has been increasing.Internal and external competition has become more intense,marketing costs have increased year by year,cost control becomes more difficult,and industry profit margins have further declined.Therefore,it is a serious challenge for operators in the telecommunications industry to carry out scientific reduction and efficiency,and realize the steady improvement of corporate value.If the major telecommunications companies want to maintain the continuous competitiveness in the fierce competition,they must use the scientific and effective management model.Comprehensive budget management is a kind of budget management model that is guided by the company's strategic goals,runs through all the company's production and operation activities,and mobilizes the participation of all the enterprises.As a management tool,comprehensive budget management plays an increasingly important role in the management of state-owned enterprises.The most important part is whether the budget is effectively implemented and executed.Budget execution is the most important influencing factor of evaluation and incentive,which determines the achievement of the annual business objectives and is related to the decomposition and implementation of the enterprise strategy.Strengthening budget execution management will help to optimize the allocation of resources,correct the deviation of business development,and give full play to the guiding role of the budget.It will have practical significance in improving the value of enterprises.This paper takes the budget execution process in the overall budget management of China Telecom Jilin Company as the research object and uses the case analysis method and the literature analysis method to carry out the research.Based on the actual situation and characteristics of the telecommunications industry,this paper combines the basic theory of comprehensive budget management with the actual situation of the company,and combs the basic management situation,the overall budget management organization process and the budget implementation situation of China Telecom Jilin Company.The outstanding problems in the execution of the company's budget are summarized by case analysis method.By means of literature analysis,the author makes reference to the previous research on comprehensive budget management,and probes into the root causes of the problem.With reference to the budget management system module proposed by scholar Yuzengbiao(2001),this paper studies the budget execution process of China Telecom Jilin Company with the environment,behavior,technology and organization as the four aspects of budget process control.The main problems of the analysis include the unsatisfactory results of budget execution,the difficulty of obtaining the basic data of budget analysis and the weak execution of budget analysis.In this paper,from the point of view of improving the basic environment of budget execution,scientific budget analysis,optimizing the budget control system and improving the budget responsibility body,the author puts forward some concrete solutions for the development of China Telecom Jilin company.First,the company should improve the basic environment of budget execution by establishing the concept of full participation in budget management.Secondly,through optimizing the method and content of budget execution analysis to carry out scientific and forward-looking budget analysis;Thirdly,through optimizing the budget control system,the quality and efficiency of budget execution and management will be improved.Finally,through the improvement of the budget implementation supervision system and the responsibility system,the entire staff and the entire process of budget management,effectively play a binding role.By strengthening budget execution,the comprehensive budget management becomes a practical tool to ensure the company's strategy landing and improve its business performance,thus obtaining greater economic benefits and continuous improvement of enterprise value.
