| Efficient agricultural socialization service is an important guarantee to promote agricultural modernization.It has been repeated that "take the role of Rural Professional Technology Association(RPTA)" in our government’s No.1 document for two years in 2015 and 2016.This fully shows that in the course of more than 30 years of development,by virtue of its expertise in the field of agricultural technology and network coverage of the overall,RPTA has a certain impact.As an important provider of agricultural socialization service,Agricultural Technology Association plays an important role in promoting agricultural structure adjustment and agricultural industrialization.Jiangsu "RPTA" organization has been developed for more than 30 years,grassroots organizations throughout our province everywhere.First of all,through the questionnaire survey and field interview,this paper focuses on the development of "RPTA" in Jiangsu.Next,based on data of the country and province’s "Popular Agricultural Science Program"award of Jiangsu "RPTA" in past ten years,comparing the number of awards between our province and other provinces in order to analysis how "Popular Agricultural Science Program" influenced the development of our province’s "RPTA".Then,this paper makes an in-depth study on the typical development cases of agricultural socialization service of Jiangsu "RPTA".Through the typical cases,this paper summarizes and analyzes the main contents of the "RPTA" in Jiangsu.Through practice and theoretical analysis,this paper summarizes the main problems of Jiangsu "RPTA" to carry out agricultural socialization service.Firstly,the development impetus of "RPTA" is insufficient.Secondly,the service level of agricultural socialization needs to be improved.Thirdly,Policies and regulations should be strengthened.Finally,by drawing on the successful experience of the Japanese Agricultural Association as well as Taiwanese Agricultural Society Association,we get some inspiration.The development mode of Jiangsu RTPA agriculture social services can not be coordinated with the style of Japanese government,also can not copy the Taiwan model.This paper summed up four suggestions.Firstly,the "RPTA" should change the concept of development,achieve "self-hematopoiesis".Secondly,we should focus on developing Jiangsu characteristics as well as improving service ability of ourselves.Thirdly,the government should optimize the policy environment,increase support.Fourthly,we should increase publicity efforts to encourage the integration of development.Explore the establishment of "RPTA" for new agricultural social service system.Make sure that agricultural social services meet the needs of agricultural production.Establish a new Jiangsu province which have strong economic,high civilization,rich people and beautiful environment. |
