| With the rapid development of economy and urbanization,the phenomenon of land expropriation in developing countries is increasing,and a series of serious problems have occurred in China,such as the widening gap between urban and rural areas,environmental damage,rapid population growth,resource crisis and so on.Among them,the land problem has become the key factor affecting the stability of rural areas in China.This paper analyzes the progress and regional differences in the pilot areas of land expropriation system reform in China.The contents of the reform.Taking the reform of Dingzhou land expropriation system as an example,this paper summarizes the practical experience of the reform,and analyzes the satisfaction of farmers.In order to provide reference for the implementation of the pilot work.The results show that:(1)The main contents of the pilot reform of land expropriation system are as follows: In terms of narrowing the scope of land expropriation,the pilot area mainly defines the scope of public interest land use,formulates a catalogue of land expropriation.In the aspect of standardizing the procedure of land expropriation,the pilot area has mainly established the risk assessment system of land expropriation social stability,and increased the publicity of land expropriation information.In the aspect of land expropriation compensation and resettlement,the conditions of land retention property resettlement and share dividend resettlement in economically developed areas are better.In the aspect of land value-added income and its distribution,the pilot area has explored and formed the accounting and distribution method of land value-added income.(2)The case of land expropriation system reform in Dingzhou City shows that,in terms of the scope of land expropriation,this pilot adopts the definition mode of both the listing method and the principle law,formulates the catalogue delineation scheme of the land use in the public interest.Land expropriation procedures,pre-land expropriation consultation and compensation placement links,reduce the implementation of post-approval links.In the aspect of compensation for land expropriation and resettlement,a compensation method combining long-term grain subsidy,land retention and property retention,and old-age insurance is constructed.The levy of the peasant’s house base proposes to re-arrange the house site,replace the resettlement house according to a certain proportion,and adopt monetary compensation and other methods for selection.In terms of value-added income and distribution,Dingzhou City has determined that the distribution ratio of state,collective and individual is 55%,15% and 30%.In addition,if a land of more than 100 mu is levied at one time,5% of the land acquired will be reserved for village collective use.(3)The factors affecting the satisfaction of farmers in the land acquisition system reform can be summarized into four,namely,land acquisition compensation standard,land income distribution,land acquisition security mode,and land acquisition procedures.Among them,the parameter estimation between these four latent variables and their corresponding observed variables indicates that in the process of land expropriation,the comparison of land acquisition compensation standards and observed variables with the entry project is an important factor affecting the satisfaction of land acquisition farmers,and the income of the city and county governments.The influence of the collective income of the village on the farmers is greater,indicating that the satisfaction of the farmers is not only related to the absolute level of compensation and income,but also affected by the relative level.In addition,providing farmers with a variety of reasonable protection methods is an important part of the smooth implementation of land acquisition,while also paying attention to the land acquisition plan and the formulation of emergency plans for resolving land acquisition conflicts.Therefore,it is necessary to deepen the three reforms of the rural land system,advance with the construction of the land management system,improve the systemic and completeness of the reform,and achieve the maximum comprehensive benefits,and promote the reform of the land acquisition system to be institutionalized and legalized. |
