Research On Evaluation Index Construction Of Public Project

In recent years,the gap between the East and the west of urban and rural development is more and more serious.Relying solely on market automatic regulation will only widen the imbalance between regions.The government's macroeconomic regulation and control is particularly important at this time.In addition,the international economic environment is not good,the slow development of foreign trade makes it an important part of national plan to raise domestic demand and promote domestic employment.The construction of public projects by the national financial support is an effective solution to the imbalance of regional development and the expansion of domestic demand.So,in recent years,the State Development and Reform Commission and the local governments at all levels will be one of the key construction project as its public works.public works building for a long time,huge investment,and is funded from the government budget,project management and reasonable evaluation of this kind of project is to meet the social requirements of the legitimate interests of people.However,some government agencies often lag behind in internal system and have poor management capabilities,which will eventually cause unreasonable allocation of social resources,resulting in waste of public resources and even corruption.In this case,promoting the performance audit of public project government project is an effective method to evaluate the construction and management of the project.Public project government performance audit is based on the engineering economy,effectiveness and efficiency.According to the statutory audit procedures,it performs performance evaluation on project construction and operation completion.However,there are many shortcomings in the performance audit in China,and the most important problem is the lack of a set of effective evaluation index system.The balanced scorecard is an evaluation index system for the evaluation of enterprise strategic development and long-term performance.It takes a more comprehensive consideration of the performance needs of all aspects,and ultimately determines whether the enterprise has completed the phased goals formulated by the long-term development strategy.This paper introduces it into the setting of performance audit indicators of public works,and demonstrates whether the evaluation index system applicable to enterprises can also be applied to government project performance audit.Through the financial dimension,customer dimension,internal process dimension and development dimension learning four angles comprehensive feasibility analysis to evaluate the performance of public works,and ultimately to the construction of Qinghai Tibet Railway 10th anniversary achievements and problems as the research case analysis in the common index added as a traffic engineering infrastructure constructionhas the individuality performance requirements.Therefore,the Balanced Scorecard's application in public works is reasonable,which provides a theoretical basis for the theoretical research of public project evaluation indicators.
