Research On The Evolution Of Planning And Market Relations Since The Founding Of New China

Dealing with the relationship between planning and market has always been a major theoretical and practical issue in the development of China's socialist economy.Throughout the reform of the relationship between planning and market,the position of market regulation has gradually changed from "supplement" to "foundation" and then to "decisive",reflecting the deepening and development of the Party's understanding of the relationship between planning and market with China's economic practice.Especially since the Nineteenth National Congress of the Communist Party of China was held in 2017,how to deal with the relationship between the plan and the market,and how to insist on and consolidate the decisive role of the market in the allocation of resources has become an important task of deepening the reform in an all-round way.So far,it is of great significance to study and sort out the changing course of the relationship between the plan and the market in the past 70 years,which coincides with the 70 th anniversary of the founding of New China.This paper studies systematically the change of the relationship between plan and market since the beginning of New China by using the methods of historical analysis,literature research and integrating theory with practice,and on this basis,finds out the key points in practical work for better handling the relationship between plan and market at present.This paper can be divided into the following five parts:Part 1: Introduction.This part mainly introduces the research background and significance,research summary,research ideas and methods,as well as the innovation and shortcomings of this paper.Part 2: the general principle of the relationship between plan and market.Starting from the two means of resource allocation,this paper defines the theoretical connotation of plan regulation and market regulation.Subsequently,we use Marxist dialectical analysis to demonstrate the unity of opposites between the plan and the market.Although there are obvious differences between planned regulation and market regulation in terms of the basis,motivation and status of resource allocation,they are essentially inherently unified.Part 3: Discusses the theory of the relationship between plan and market by classical Marxist writers.This part combs Marx and Engels' evaluation of market regulation,their assumption of plan regulation and their conclusion that plan regulation replaces market regulation.Then it expounds Lenin and Stalin's thinking and Practice on the relationship between plan and market,thus providing theoretical support for correctly handling the relationship between plan and market.Part 4: A detailed review of the Party's reform of the relationship between planning and market since the founding of New China.Firstly,it discusses the development of planned economy system in the early period of the founding of the People's Republic of China,in which the market mechanism has been replaced,and analyses the achievements of planned economy system under this particular historical condition.Secondly,it demonstrates the development course of China's adherence to the socialist market economy since the reform and opening up,and grasps and understands the Party's continuous exploration of the relationship between plan and market.Finally,it elaborates on the deepening and evolution of the relationship between planning and market after China enters a new era.The Party fully affirmed the decisive role of the market in the allocation of resources,played a better role of the government,and pointed out the direction for further deepening the reform in an all-round way and promoting the continuous development of the cause of building socialism with Chinese characteristics.Part 5: Discusses the current focus on the relationship between planning and market.Firstly,under the conditions of new era and new stage,the key to correctly handle the relationship between plan and market lies in following the law of market operation,standardizing the order of modern market and transforming the functions of government.At the same time,it is of great significance to clearly recognize and handle the relationship between planning and market.The Party's understanding of the relationship between plan and market and the theory of socialist market economy formed on this basis inject new vitality into Chinese Marxism,comb new ideas for socialist political economy with Chinese characteristics,and provide practical experience for perfecting the socialist market economy system.
