Operation Effect And Evaluation Of Agricultural Insurance Service In Jilin Province

The purpose of developing agricultural insurance is to improve the ability to resist risks in agricultural production and protect the legitimate rights and interests of parties involved in agricultural insurance activities.The main functions of the agricultural insurance to produce or by reducing the agricultural production is the damage caused by the agricultural risk and agricultural risk itself,in order to achieve the goal of increasing farmers' income and agricultural production,so the output effect of agricultural insurance can from the welfare of the peasants' income effect and the efficiency of agricultural production effect two aspects to study.This paper combed the national and provincial agricultural insurance development and research of relevant literature,from the agricultural insurance is to promote the efficiency of agricultural production effect,analyzes the current development of Jilin provincial agricultural insurance services,from the main index of the agricultural insurance business,depth and density of agricultural insurance services and the three aspects of the degree of disaster reduction and relief of the agricultural insurance,the Jilin province agricultural insurance operation effect,and the empirical research of Jilin province agricultural insurance to the role of the agricultural output.This article selects 2004-2016 in Jilin province nine city(state)of the relevant index data,building dynamic panel data regression model,the system of generalized moment estimation method(GMM)system,the empirical analysis the Jilin province agricultural insurance(variable)on agricultural output levels(variable)influence degree and direction,and IV has carried on the empirical results of robustness test,in order to pass level data to determine current status quo of development of agricultural insurance in Jilin province and the possible problems and the insufficiency,and puts forward corresponding countermeasures and Suggestions.The results show that the development level of agricultural insurance has a significant positive effect on agricultural output,and the level of agricultural insurance compensation,per capita planting area of crops and the amount of agricultural fertilizer used also have a positive effect on agricultural production.The risk level of agricultural production has a significant negative impact on agricultural production,and the degree of rural electrification has no significant effect on agricultural output.At the same time,through the analysis of Jilin province level data,found that each level city of Jilin province agricultural insurance in a greater degree of 2016 with the development of agricultural insurance premiums are improved,thanks to 2016 in Jilin province to carry out the rural financial reform experiment,the construction of agricultural insurance risk sharing system more comprehensive,such as coverage for increasing the proportion of rich and compensation.However,the compensation system of agricultural insurance in Jilin province is not reasonable,and the development level of agricultural insurance in various regions of Jilin province is not balanced.Based on theoretical analysis and empirical research,this paper puts forward the following Suggestions for improving the operational efficiency of agricultural insurance services in Jilin province: first,Jilin province should expand the scope of agricultural insurance underwriting and compensation,and improve the level of compensation.Secondly,the content of agricultural insurance subsidy can be changed from cost to income to ensure farmers' income after disaster.Thirdly,insurance companies should establish special agricultural disaster risk prevention system,integrate and analyze historical disaster situations to find rules to avoid in advance.The 4th,want according to each area specific circumstance,cent city(state)execute the agriculture insurance policy that has area characteristic.
