| In 2018,the State Council promulgated the “Opinions on Implementing the Rural Revitalization Strategy”and proposed detailed measures to achieve rural revitalization.It pointed out that it is necessary to implement a new agricultural business main cultivation project and develop family farms,cooperatives,leading enterprises,social service organizations,the development of various forms of moderate scale operations.Among them,rural cooperatives,as a new type of agricultural management,have also received increasing attention.However,the current situation of rural cooperative development is not satisfactory.The actual institutional arrangements of many rural cooperatives are different from those stipulated by the State Cooperatives Law.The current academic community has not studied much about the actual operation of this type of organization.Based on the investigation of the cow cooperative in G town,the author discussed the background of the establishment of the cow cooperative in G town,and the organizational system formed by the separation of name and reality.Then it points out that the interaction among the three variables of the cooperative capable person role,the investment of the cooperative head’s specific assets and the organizational cohesion makes the cow cooperative show a differentiated development path.The first type is benign cooperatives.In this type of cooperatives,although the head of the cooperative has high investment in specific assets and weak organizational cohesion,when the external market environment changes,it has great operational risks.However,the cooperatives have a strong role of capable people.By using their own capital and converting capital,the leaders of cooperatives can defuse these risks,and the cooperatives have further upgraded and expanded.The second type is the cooperatives that maintain operation.In this type of cooperatives,the head of the cooperative has a lower investment in the specialized assets,which makes him face lower operational risks.Although the role of capable persons is weak,the cohesion of organizations is strong,which makes the operational risk of cooperatives stable at a low level.The third type is the declining cooperatives.In this type of cooperatives,the head of the cooperative invests a lot of specialized assets,but the role of the competent person in the cooperative and the cohesion of the organization are weak.The great operational risks of the head of the cooperative can not be resolved.The dairy farmers have no profit to obtain,and have withdrawn from the cooperative;the head of the cooperative is also heavily indebted,and finally cooperates.By investigating the cow cooperatives in G town,the author points out that the current healthy operation of rural cooperatives should first attach importance to the role of cooperatives as capable people,secondly,deal with the relationship between cooperatives and enterprises,and the government should supervise and guide the unfair profit-seeking behavior of enterprises.At the same time,the author points out that in the process of realizing agricultural modernization,we need to take into account the actual operation of agricultural production in all parts of our country,and there is still room for the existence of the separated organization form of name and reality. |
