The report of the Nineteenth National Congress of the Communist Party of China puts forward the strategy of rural revitalization,which calls for consolidating and improving the basic rural management system and deepening the reform of rural land system.The improvement of the management of rural collective "three-capital" is an important way for the development of collective economy,an important measure for the implementation of the strategy of rural revitalization,and also an urgent need for comprehensive reform in rural areas.For Huizhou,which has a vast rural area,Rural Revitalization is a historic task.Huizhou has adopted a series of countermeasures to effectively improve the management ability of rural collective "three-capital".Establishing the rural collective "three-capital"supervision system,perfecting the system and strengthening supervision,establishing three-level network supervision platform of city,town and village,standardizing the management of rural collective "three-capital",realizing the dynamic supervision of rural collective "three-capital" data and the open informationization of village affairs,ensuring the healthy development of rural economy,and promoting the construction of rural grass-roots democracy.This paper takes the management of rural collective "three-capital" in Huizhou City,Guangdong Province as the research object,takes the principal-agent theory and internal control theory as the theoretical support,adopts the methods of literature research,field investigation and case analysis,summarizes the main practices and results of Huizhou City in improving the management level of rural collective "three-capital",and analyses the existing problems and the kinds of restrictions on management efficiency.Factor,put forward corresponding countermeasures and suggestions to improve management.Through analysis and research,the following conclusions are drawn:first,there are still some aspects to be improved in the management of rural "three-capital" in Huizhou:lack of innovation in system construction,irregular management,inadequate management supervision,low quality of management team and professional personnel;second,there are problems in the management of rural collective "three-capital" in Huizhou,which are caused by many factors:insufficient ideological understanding,management system.The third is to effectively implement the responsibilities of government departments,improve the management system,improve the supervision system and strengthen the team building,so as to continuously improve the "three-capital" management of rural collectives in Huizhou.At the same time,through research and discussion,in order to promote the improvement of collective "three-capital" management in Huizhou and other rural areas,and provide reference.
