Study On The Problems And Countermeasures Of Rural Collective "Three Capital" Management In Zhuanghe City

The rural collective "three-capital" management(hereinafter referred to as "joint venture" in this paper to management)has been the concern of farmers,or the rural collective management priority at the same time,therefore,to strengthen rural collective "three-capital" standardized management,further refinement of democratic supervision,democratic management,is the key to perfect the socialist new rural construction.Continuous optimization of the rural social structure,rural collective capital,assets,resources allocation is reasonable,not only the interests of the farmers most concerned about the direct relevance is closely related to the stability of social harmony,so the rural "three-capital" management for the construction of a harmonious socialist society is of great significance,has strong research significance and theoretical significance.This article take the literature research,inductive analysis,the methods of on-the-spot investigation method of Zhuanghe "three-capital" management study,through the study found that the Zhuanghe rural collective joint venture management existing in the financial management system is not sound,the center of the entrusted agency management,village-level staffing,joint venture management,and many other problems,and analyzes the cause of the problem,combined with the successful practices of rural collective joint venture management in Zhengzhou and Lanshan,put forward the optimization solution,and analyze the results of optimization,to improve the Zhuanghe "three-capital" management countermeasures and Suggestions.This paper hopes to study the "three capital" management of Zhuanghe city,can make up for the Zhuanghe in "three-capital" lack of management theory,is advantageous to the Zhuanghe committee,municipal government,realize the importance to strengthen the management of "three-capital" for its reasonable to solve the problems about "three-capital" management,formulate improvement project of the next step,perfect the policies and regulations to provide theoretical basis,thus closely relationship between government officials and masses,promote the construction of rural movement and the development of rural economy and society.
