Building and cultivating characteristic towns as an important development strategy of China is an important measure for China to stimulate domestic demand,help the poor,strengthen the people,and achieve the Chinese dream.However,in today's unprecedented enthusiasm for the construction of characteristic towns,the expanding demand for funds has made the existing financing system in our towns in trouble.The traditional government-based investment and financing model has failed to meet the construction requirements of the town,but These requirements are only difficult to meet due to the input of governments at all levels.Therefore,in recent years,the government has introduced the PPP financing model into the construction of infrastructure in characteristic towns.Its connotation is that the participating entities can better play their own advantages in infrastructure projects,share the risks and enjoy the benefits.The purpose of mutual benefit and win-win.This article starts from the common infrastructure financing modes of several characteristic towns,analyzes and compares their commonalities and characteristics,and summarizes their disadvantages,so as to propose the operational needs of the new PPP investment and financing mode of infrastructure.Under such accumulation,in the end,The construction structure of the infrastructure financing mode of the characteristic town was innovatively designed.The three new PPP models in this paper break through the framework of the traditional infrastructure financing model,but regard the characteristic town infrastructure project financing model as a non-static design process,and take the origin of the infrastructure project financing model as the fundamental starting point.On the basis of the characteristics of the project,the various possible risk factors in the operation of the project,the necessary risk prevention processes,the financing sources of the project,and many other project characteristics and requirements,the key elements of financing are organically integrated and constructed.The article discussed in depth from the following aspects:First of all,the current financing models of the characteristic town infrastructure are the starting point of the research,and they are compared and analyzed from the aspects of application scope,income requirements and risk-taking,and summarize their limitations.The effects of many financing models are summarized.On the basis of the factors,the DEMATEL method was introduced to establish the key influencing factors model of the infrastructure financing mode of the characteristic town,and some key influencing factors of the financing mode design of the infrastructure project were calculated and analyzed.The three most common construction modes of facilities:“government guidance,enterprise construction”,“government-enterprise cooperation,linkage construction”,“government construction,market investment”,from investment subjects,ownership and responsibility,funding sources,competition mechanisms and operation methods In the other aspects,the government-enterprise cooperation mode in the three construction modes was further analyzed,and on this basis,the characteristics of the characteristic town infrastructure projects and the main influencing factors of the infrastructure financing model were analyzed and innovated a new type of PPP financing model;Finally,from the contract structure,rights In the three aspects of benefit protection and risk prevention,the paper analyzes and discusses the infrastructure operation mode of the characteristic towns in depth,and constructs a scientific and reasonable operation system for the three new types of small town PPP financing models.
