Since entering the new economic normal,China's overall economic development trend is good,but there are problems of insufficient investment in some real economy.In recent years,China has vigorously promoted the development of characteristic towns,successively approved a number of construction projects,and promoted the development of the real economy while promoting new urbanization.As a collection of various formats,the characteristic town needs a lot of financial support and rich management experience.These demand orders cannot be completed by the government.Therefore,solving the shortage of funds and finding qualified personnel will become the current stage of construction.The key to the town.From the perspective of theory and practice,the PPP model is mainly used in the field of infrastructure and public services to solve the problem of capital shortage and efficiency.It can break through the bottleneck of China's urbanization development and provide the development of new urbanization from the supply level.power.Applying the PPP model to the construction of characteristic towns is of great significance for promoting the development of small town infrastructure and public services,and can also promote the development of new urbanization in China.The PPP model is a tool for mutual cooperation between government and social capital,and is a cooperative contractual relationship created by the two for a specific project.The use of the PPP model in the construction of characteristic towns enables the participating parties in the town construction to better utilize their own advantages,share risks and share benefits,and achieve a win-win result.The good development trend of the PPP model has received extensive attention and is increasingly being applied to the construction of characteristic towns.So far,the Ministry of Finance has announced 8734 warehousing projects.However,when analyzing the specific warehousing projects,it is found that there are still many deficiencies in its construction.The research in this paper can appropriately supplement the application of PPP mode in the construction of characteristic towns.This paper first analyzes the financing mode of the town construction project,points out the necessity and feasibility of introducing the PPP model into the town construction,and analyzes the application of the PPP model in the construction of characteristic towns,pointing out that the PPP model is applied to Problems in the construction of characteristic towns.The main research method used in this paper is the case analysis method.When selecting the case,the case study of Gubei Water Town in Miyun District of Beijing is selected,mainly because Gubei Water Town is approved by the state and has typical characteristics.The town,when building its targets,builds a sightseeing and tourist town.Based on the field research of Gubei Water Town,starting from the background,financing process and planning ideas of the project,the specific model suitable for the construction of Gubei Water Town project is introduced.The project design is carried out from the perspective of project participants and risk allocation mechanism.Explain and design specific project operations.In addition,the results and experience of the Gubei Water Town project were summarized and analyzed.Finally,based on the operation of the specific project of Gubei Water Town and the problems of using PPP mode in the construction of characteristic towns,the corresponding policy recommendations are put forward from the perspectives of laws and regulations and the implementation process of PPP.
