State-owned enterprises are the pillars of China's national economy,dominating key areas and important sectors and playing significant roles in ensuring the sustainable,rapid and healthy development of the national economy.Only through assessments can investors of state-owned enterprises,governmental institutes,develop understandings of assets,operation,work involvement and capabilities of corporate operation and management of managers and strengths,weaknesses,opportunities and problems of corporate operation in state-owned enterprise and then provide reference for improvement in corporate management,proper and reasonable decision-making for future operation and handling rewards and punishments to managers.It is of significance to establish an assessment system enabling objective and fair evaluation on performance of state-owned enterprises for promoting reform of state-owned enterprises,fulfilling investors',responsibilities,improving management quality of state-owned enterprises,bolstering establishment of motivation and regulation mechanisms in enterprises and retroactive asset management responsibility system with in accordance with requirements of modern company systems.In recent years,governmental institutes at all levels have begun to explore how to use scientific evaluation methods to assess pcrformance of state-owned enterprises,or to provide a reference for performance evaluation in state-owned enterprises.At present,performance evaluation of state-owned enterprises is mainly based on the"Interim Measures for Performance Evaluation of the Heads of Central Enterprises" revised by the State-owned Assets Supervision and Administration Commission of the State Council in 2016 and measures for performance evaluation of the heads of local enterprises formulated by SASAC in all provinces according to specific situations.The present study analyzes problems of organization performance evaluation system of A Company in the N city and provides recommendations for improving quality of its performance evaluation system in terms of evaluation process,indicators setting and evaluation scoring through research and interviews.The study helps the company streamline performance evaluation process and rationalize indicators setting and evaluation scoring,thus enable performance evaluation in state-owned enterprises to be consistent with their strategic objectives,reform and development and effective management.
