Heilongjiang province is a major agricultural province in China with a large proportion of agricultural population.There aie more than 5 million among which the new generation of migrant workers has reached 3.5 million,and become the main body of migrant workers.new generation of migrant workers as different from the older generation of migrant workers group,faced with new problem and requirement,although there are obvious in adapt to city life,but there are still a lot of institutional factors in block new generation urbanization of citizenization of migrant workers,such as urban household registration,employment,education and social security,such as system obstacles,from all their aspects affects and restricts the urbanization of Heilongjiang province of the new generation of migrant workers.Therefore,the research on institutional barriers to the citizenization of the new generation of migrant workers in Heilongjiang piovince plays a key role.Based on the above background,in terms of the citizenization of the new generation of migrant workers in Heilongjiang piovince,it first defines the relevant concepts of citizenization of the new generation of migrant workers,and analyzes the theoretical basis of citizenization of the new generation of migrant workers.Through comparative analysis,literature research,empirical study,qualitative and quantitative analysis,data analysis,etc.,this paper analyzes the current situation of the citizenization development of the new generation of migrant workers in Heilongjiang province,identify problems and analyze their problems.The household registration system should be improved;The social security system should be improved to meet the rights and interests of the new generation of migrant workers.The education system should ensure that the children of the new generation of migrant workers and the children of urban residents enjoy the same rights to receive education.At last,the new generation of migrant workers should be encouraged to protect their legitimate rights and interests and raise their legal awareness.
