Research On Environmental Performance Audit Of Water Pollution Control Project In Coastal Zone Of Q City

Since the reform and opening up,the country's economic development has made a lot of gratifying achievements,but due to the neglect of the harmonious relationship between the environment and the economy,resulting in the rapid economic development of today's emerging environmental problems.It not only affects the normal living environment,but also hinders the further progress of economy.In 2013,President xi jinping put forward the idea that "green waters and green mountains are mountains of gold and silver" in his speech.The 19 th national congress of the CPC continues to call for treating the ecological environment as our life and making preparations for the fight against pollution.In order to respond to the call of national policies and solve the local serious environmental problems,Q city has actively implemented the coastal zone pollution control project.In order to ensure the effective operation of the project,it is necessary to establish a supervision and management mechanism for the prevention and control of coastal water pollution.Based on this,this paper starts from the audit work of this project.Firstly,it reviews the research achievements at home and abroad in the concept,practice research field,implementation framework and audit mode of environmental performance audit.With the help ofliterature research and case analysis,this paper summarizes and analyzes the environmental performance audit of coastal pollution control projects in Q city.Starting from the audit report of Q city from 2008 to2018,this paper introduces the current situation of environmental performance audit of coastal pollution control projects in Q city from the aspects of the background,scope,content and conclusion of environmental performance audit.Then it analyzes the deficiencies and causes in the environmental performance audit of the coastal water pollution treatment project in Q city from four aspects,including the audit work mode,audit objectives,audit contents and follow-up audit work.On this basis,combined with the knowledge and theory of audit and management,this paper optimized and designed the environmental performance audit elements and performance measurement methods of coastal water pollution treatment projects in Q city.The research results show that the coastal zone water pollution control project in Q city has basically achieved the specific audit objectives,the coastal zone water pollution problem and green tide disaster control problem in Q city have achieved initial results,and the performance of environmental protection policies and financial benefits are also showing a good trend.However,problems were also found in the audit process.This paper put forward Suggestions for the future environmental performance audit of coastal water pollution treatmentprojects in Q city,hoping to provide references for further improvement of future audit work.
