Research On Optimization Of Local Fiscal Budget Expenditure Management In TC City

Financial expenditure budget plays an important role in promoting economic development and improving people's livelihood.In particular,it plays an irreplaceable role in adjusting the gap between rich and poor and between regions,regulating the macro-economy,rationally allocating government resources,and guiding state-owned enterprises to become bigger and stronger.It is of great practical significance to correctly understand the current situation of financial expenditure budget and find out the problems and countermeasures in the current fiscal budget expenditure.In the past five years,the fiscal revenue of TC city grows steadily,which can basically meet the needs of TC city government's operation and investment in people's livelihood.However,the fiscal spending of TC city reaches a more substantial growth.Combined with the shift in driving forces and the national taxation system reform in recent years,there was even a negative growth in the financial income of TC city in 2015.Fiscal expenditure needs fiscal revenue as support,and once the lack of money led to that fiscal spending cannot achieve the desired effect,how the limited available resources is utilized to create more economic and social benefits has become a new hot topic in the field of budget expenditure management.This paper discusses the problems and countermeasures of TC city government budget from three aspects.First of all,the overall situation and details of TC city's fiscal budget in the past five years is summarized on the basis of a large number of real data.Through analysis of data,it can be seen that the key points of government fiscal expenditure,as well as the deficit rate of government fiscal expenditure,etc.,and the current situation of TC city's fiscal budget expenditure in recent years is described in detail.Secondly,the current situation of TC city government budget naturally brings out the problems of fiscal budget expenditure,mainly including the problems of incomplete budget content,unscientific budget preparation,unstandardized budget implementation,insufficient budget publicity and poor transparency.The last part is the core of this paper.Starting from the actual work of budget expenditure management,it explores the measures and suggestions to optimize the structure of budget expenditure.This paper elaborates on aspects of vigorously advocating the new financial management concept,further improving the scientific and refined level of budget,strengthening the binding force of performance management and execution,and strengthening the internal control of administrative institutions.In accordance with the relevant measures,the author hopes to explore a scientific and reasonable system of fiscal expenditure,which is suitable for the current social and economic requirements as well as the actual situation of TC city,and to effectively regulate fiscal expenditures and improve spending efficiency at the same time.Thus the role of government budget in social development of TC city will work better,meanwhile useful study is done on how to speed up the establishment and improvement of budget management mode in China.
