For a long time,the development of China's road freight market has been difficult because there existing many small but scattered and weak entities among which the information is sometimes asymmetric.Solving the problems above is of great significance to the development of China's road freight.In order to speed up the standardized development of the freight market and ensure that the logistics information can be distributed in a timely and effective way,the Ministry of Transport of China issued The Opinions on Promoting the Reform Pilot to Accelerate the Innovation and Development of Non-truck Common Operating Carrier Logistics in September 2016,and released The Notice of the General Office of the Ministry of Transport on the Monitoring of the Operation of Car-Free Carrier Pilots in March 2017,also followed by the pilot work of the national Non-Truck Common Operating Carrier.The development model of Non-truck Common Operating Carrier is of great significance for promoting the reform of China's logistics supply-side and promoting the logistics industry to lower the cost and increase the efficiency.The present study aims at the optimization of multi-modal dispatch organization of Non-truck Common Operating Carrier,and designs the overall idea,process and steps of multi-modal transport optimization with Non-truck Common Operating Carrier as the main body.The optimization of multiple places of origin and destination transport organization is decomposed into two major types of vehicle routing optimization problems in the three logistics stages from the perspective of initial collection,trunk transportation and end cargo distribution.Among them,trunk transportation is considered as a problem of optimizing path,while initial collection and end cargo distribution as vehicle-scheduling problems of multiple vehicles and multiple vehicle models.The present study sets minimized transportation costs as the goal of multimodal transport optimization,using forward analysis and the strategy of "two ends first and then trunk lines"to generate an optimal multimodal transport scheduling optimization scheme.Finally,the feasibility and effectiveness of the model and solution strategy are verified by taking the A Non-Truck Common Operating carrier's freight operation as an example.Case studies show that the Non-truck Common Operating Carrier can reduce the cost of the long-distance transportation process through the multi-modal transportation optimization process,and at the same time fully demonstrate the effective connection between many different modes of transportation in multimodal transport.Thereby,different modes of transportation can achieve the purpose of complementing each other's advantages.
