The management of rural collective funds,assets and resources(hereinafter referred to as "three-capital management")plays an important role in safeguarding the public interest of the public and promoting the stability of rural economic and social development and the building of a clean and honest government.The management of"three-capital",not only affects the vital interests of the grassroots,but also the implementation of the party's work style and clean government at the grassroots level.It is the premise and foundation for the party's leadership and the stability of the state's political power.In the 1990s,in order to effectively solve the problem of rural"three-capital"management,the Party Central Committee successively issued a series of policy mechanisms to regulate and guide them.The promulgation and implementation of these policies marks that the construction and development of the"three-capital"management system in rural areas in China has entered the track of legalization and standardization.With the rapid development of the social economy,the Party Central Committee has made a series of reforms and deployments on rural affairs.The development of rural areas is facing new opportunities.The panorama of rural development shows a good situation,and the capital of rural areas is accumulating rapidly.At the same time,with the rapid development of the social economy,in the absence of the central government's policy of "three-capital"management of rural collectives in recent years,the problems in the management of rural collective"three-capital"cannot be ignored,such as the rural collectives in S County.From the perspective of system,there is a problem of imperfect management system of“three-capital"from the perspective of system.From the perspective of the main body of county and township management,there are problems in management,guidance,coordination and supervision.From the aspect of village collective management,there is a village.Problems such as collective violations,self-management capabilities,team building issues,self-monitoring issues,and inadequate system implementation.In view of this,this paper chooses S-country rural collective"“three-capital”management as the research object,tries to use field research,inductive analysis and other methods,starting from the management of institutionalized means,combining county and township management subjects,village-level management subjects,and individual villagers.The management process finds the problem from many angles and analyzes the cause of the problem.It aims to understand the root causes of the problems and problems in the management of the rural collective“three capitals"”,and propose countermeasures based on these problems and causes for the future of S County.The rural collective" "three capitals" management work provides reference and basis.The research in this paper provides ideas and suggestions for further improving the management of "three capitals" in rural areas of S County,and provides theoretical basis and method guidance for better standardizing and orderly management of "three capitals" management in S County.
