Research On Budget Performance Management Of Kunming Urban Administration Bureau

Budget performance management is a management mode to carry out performance work in the budget process.It mainly integrates the concept and method of performance management in the process of budget preparation,execution and evaluation so as to achieve the goal of organic integration with budget management.By optimizing the management of financial funds,it can improve the efficiency of the use of financial funds,and enhance government departmental expenditure management capabilities.In the 2018 government department work opinion,it is proposed to fully implement budget performance management and realize the integration of budget and performance management.After more than ten years of development,Kunming Urban Management Bureau has initially formed a performance management work method,and comes with some problems,mainly reflected in the unreasonable budget performance target preparation,the imperfect indicator system;the budget performance operation tracking system is not Sound,project performance objectives are missing;performance evaluation system is not perfect,results are lack of application.To this end,this paper analyzes the departmental budget performance management from the budget performance target preparation,operation tracking,evaluation and result application in the difficulties and problems encountered by Kunming Urban Management Bureau in the process of performance management.On the basis of learning from domestic and foreign experience,combined with my actual work and study,through research and development,the principles of urban management bureau budget performance management and the construction of budget performance management path are proposed to improve the budget performance management of Kunming Urban Management Bureau.In the construction of budget performance management path,we should focus on establishing a budget performance management framework and form a good performance management system.In the process of budget performance management,we should strengthen the internal performance communication,improve the performance target index system and evaluation index system,strictly abide by the budget performance management system,and rely on market forces to introduce third-party intermediaries to participate in the performance evaluation process.The use of performance information should be strengthened to promote the effective development of performance.Now,the budget performance of Kunming Urban Management Bureau needs long-term practice and data accumulation.The department should pay full attention to budget performance management,in order to improve the efficiency of the use of financial funds and the governance capacity of the department.
