After more than 20 years of exploration,development and reform,China's city commercial banks have played an important role in supporting local economy,serving local enterprises and improving local capital efficiency since their establishment.At present,they have become the backbone of the third echelon of China's banking industry.However,due to the small assets scale,narrow business scope,short operation radiation and other disadvantages of city commercial banks,they are facing a more stringent business environment and more prominent pressure on credit business.They must constantly reform and innovate,complete management details to gain a ground in certain market.In consideration of the phenomenon,the author selected H city branch of commercial bank K as a case study to do deep analyzation.Commercial bank K is a joint-stock financial enterprise restructured from a local urban credit cooperative,which has introduced financial vitality to local economy since its establishment.However,in the past two years,H city branch has had bad performance on credit operation,low business growth,internal control has shown weakness.All these negative situations indicate that in the current environment the credit operation of the branch hasn't been fully developed and the management has to be improved.Operation and development is the”hematopoietic”basis of H city branch,and internal control is the,hematopoietic”guarantee of H city branch.The development of the bank should not only have good strategies,but also be inseparable from the implementation of specific staff.Development and internal control complement each other.In view of this,with combing the relevant academic theory,summarizing the characteristics and development of the city commercial banks,correlative factors and implementation principle of internal control,analyzing and certifying the current operation and management status of H city branch,the quantitative evaluation is carried out by combining all kinds of data of H city branch in recent five years and other market reference data on the basis of qualitative analysis.This paper summarized the gains and losses of previous studies and put forward some innovative ideas.Based on the principle that macro-prudential view is for micro-analysis,from the two aspects of operation development and internal control of H city branch,the fuzzy comprehensive evaluation method was used to divide evaluation system into 2 primary categories,8 secondary categories and 38 minor categories of evaluation indicators.The author made a quantitative evaluation based on a number of internal data collected for a long time,objectively pointed out the outstanding achievements,potential,hidden risks and the urgently to be solved problems of H city branch,and analyzed the causes from multiple perspectives considering the reality.At the same time,prioritized various problems horizontally on industry base and chronologically.Further analysis was made on whether these problems are gradually worsening or gradually alleviating,so as to facilitate the managers to clarify the current major contradictions of the bank.Through the research.it is found that the overall credit structure of H city branch is not reasonable,the customer coverage is narrow,the product category is relatively deficient and lacks innovation,the linka5:ge marketing ability is low,the retail credit business base is weak,the product pricing is not reasonable,the high-quality talents are scarce.and the internal system and mechanism need to be improved.Based on these conclusions,several substantive suggestions are put forward from the aspects of development innovation,deposit and loan structure optimization,credit risk control and team building of H city branch,aiming at comprehensively improving the credit service quality of H city branch.
