With the rapid development of rail transit equipment industry,green rail transit is becoming the preferred mode of transportation.The following is the increasingly fierce competition in the industry,how to maintain their own advantages in the competition has become a problem that enterprises must face.As the primary factor that directly affects product cost,procurement management plays an increasingly important role in enterprises.Changchun CRRC Punching Equipments Co.,Ltd.is a wholly-owned subsidiary of CRRC Changchun Railway Vehicles Co.,Ltd.(CRC),and its main business is the parts manufacturing and supporting equipment manufacturing of locomotives,emu,urban railway and subway vehicles.The main customer is CRC.The main competitors are other supporting suppliers around CRC.In the face of fierce market competition,Changchun CRRC Punching Equipments Co.,Ltd.has realized to improve their competitiveness,but in the face of a relatively single customer(parent company),industry overcapacity,their bargaining power is relatively weak.Excess capacity makes the whole industry price competition,industry internal price war.At the same time,with the continuous increase of labor costs and raw material costs,the company's operating efficiency put forward higher requirements,the severe external environment forced company must strive to reduce production and management costs,improve the economic benefits of the enterprise.But in the enterprise's production management cost,the material purchase management is the primary link which the enterprise controls the cost.Firstly,this paper briefly introduces company,and elaborates on the current situation of procurement management of the company,and then analyzes the existing problems in procurement management,and analyzes the causes of the problems.Then,aiming at the problems of the company's current procurement management,the optimization scheme is proposed.Firstly,the paper introduces the principles of the optimization of the overall procurement management,namely,the four main principles of meeting customer needs,simplifying the process specification system,reducing conflicts and enhancing cooperation,and keeping the overall organizational structure unchanged.Secondly,based on the principles of the establishment of a detailed introduction of the company's procurement management optimization program,mainly for the material demand standards,procurement process and supplier management optimization in three aspects.In the standardization of material demand,the material classification,inventory standard and demand plan are optimized in detail.In purchasing activities in the purchase process optimization,please purchase,purchase,appraisal and four part of the contract approval process,in the case of missing not audit points,the necessary to simplify,optimize the excessive audit link,in addition to the process of warehouse management,warehousing outbound links across the organization optimization,to include warehouse management in information management platform;In the optimization of supplier management,the responsibilities of various functional departments are clarified,the supplier access management and supplier performance evaluation system are optimized,and the supplier information management scheme is proposed.Finally,in the internal organization,management system,human resources,information four aspects of procurement management optimization to provide a strong guarantee.The optimization of procurement management of company has a positive effect on the company's procurement cost,procurement efficiency,supplier evaluation and material management.
