| It has been five years since the “the Belt and Road Initiative” was launched in2013.As an economic cooperation program,its purpose is to strengthen trade and investment cooperation between China and countries along the route,promote economic prosperity and development,and build a community of interests and destiny between China and related countries.“The Belt and Road Initiative” has always adhered to the development concept of peaceful cooperation and mutual benefit,and more and more countries recognize the practical significance of “the Belt and Road Initiative” and actively participate in it.At present,China is in a critical period of economic transformation and upgrading,while the economic recovery in Latin America and the Caribbean is difficult due to the impact of the global financial crisis.In this circumstance,“the Belt and Road Initiative” has received responses from Latin American countries,and they hope to participate in it.In 2017,President Xi Jinping expressed clearly that Latin America is a natural extension of “the Belt and Road Initiative” for the first time.Latin America and China’s "One Belt,One Road" initiative not only has a realistic basis but also a historical origin.It is a major strategic choice made by the two sides according to their own development situation.It provides new opportunities and platforms for the two sides to overcome difficulties in the current economic situation and to cooperate in deeper fields.At present,accelerating the integration of the “the Belt and Road Initiative” with Latin America has become a common consensus among China and Latin America.Under the framework of “the Belt and Road Initiative”,it is urgent to solve the problem that how to improve China-Latin America economic and trade cooperation and achieve win-win development.This article mainly studies the current situation and problems of China’s trade and investment in Latin America under the background of “ The Belt and Road Initiative”,and explores targeted recommendations.First,according to the data of the National Bureau of Statistics and the Ministry of Commerce,selects the import and export volume and import and export growth rate between China and Latin America from 2000 to 2017,and expounds the development status of China-Latin America trade cooperation;and takes seven Latin American countries as examples to analyze the country structure of bilateral trade between China and Latin America,and basedon the Standard Classification of International Trade(SITC),analyses the trade between China and Latin Commodity structure.In terms of investment,based on China’s net investment and investment stock in Latin America,it is concluded that although the growth momentum of bilateral trade between China and Latin America is insufficient under the influence of the financial crisis,China’s direct investment in Latin America continues to increase,which has become an important driver of bilateral economic and trade relations.Then,by means of comparative and quantitative analysis,the country and area distribution of China’s investment in Latin America are analyzed.On this basis,the combination of quantitative and qualitative analysis is used to explore the difficulties and challenges in the process of trade and investment cooperation between China and Latin America.Finally,the paper describes the strategic thinking of deepening China-Latin America economic and trade cooperation under the background of“the Belt and Road Initiative ”.It is pointed out that the two sides should take“the Belt and Road Initiative ”as the starting point,promote the quality and upgrade of china-latin America relations,actively promote the process of China-Latin America trade and investment facilitation,innovate cooperation mechanisms,and reduce the resistance of China and Latin America to build the “ the Belt and Road Initiative ”.Thereby deepening the cooperation between the two sides and realizing a new situation of mutual benefit and win-win situation between China and Latin America. |
