Study On The Development Of Family Farms In Lingcheng District

It is not only the objective requirement of vigorously implementing the strategy of rural revitalization and adapting to the development of modernization in China,but also an important measure to realize agricultural modernization to cultivate the new agricultural operation subjects of moderate scale such as family farms.In 2013,the central government put forward the concept of "family farm" for the first time in the form of No.1 document,which clearly proposed to "encourage and support the transfer of contracted land to large professional families,family farms and farmer cooperatives".Since then,family farms have grown rapidly across the country.But the practice also exposed the family farm development environment is not ideal,the development measure is not concrete,and the development quality is not high aspect question.To solve these problems,the central document No.1 in2017 put forward measures to consummate the family farm,supporting the appropriate scale of the family farm.Document No.1 in 2018 put forward the implementation of the cultivation engineering of the new type of agricultural operation subjects,to develop family farms and various forms of moderate scale operation,document No.1 in 2019 to start family farm cultivation plan is put forward,establishing and perfecting the policy system and management system to support the family farms.The introduction of these policies and measures provide a good policy environment and institutional guarantee for the development of family farms,and provides a new opportunity for the high-quality development of family farms.This paper takes the family farms in Lingcheng District Dezhou City as the research object,using agricultural economic theory knowledge and the research findings of family farm development,combining theory with practice,in-depth investigation and analysis of the main problems and its influencing factors in the family farm development process in Lingcheng District,drawing lessons from the domestic typical patterns of family farm development,putting forward the opinions of the relevant suggestions.Study shows that the main problems of family farm development in Lingcheng District are as follows.Firstly,the family farm development is lack of scientific planning.Secondly,there are scattered lands,high transfer cost and short transfer contract period in land transfer.Thirdly,the overall quality of family farm operators is not high.Fourthly,the scales of family farms are generally large in the initial stage of development.Fifthly,the family farms are lack of standardization of agricultural production control.Sixthly,family farms are short of funds for development and government subsidies are small.In view of the above problems,the opinions and suggestions given in this paper are asfollows.Firstly,it is necessary to make a scientific,reasonable and feasible development plan for family farms,do a good job of top-level design,to guide the sustainable and healthy development of family farms.Secondly,we should establish and improve a scientific and reasonable land transfer system,which not only actively and stably realize the centralized large-scale land transfer,but also give consideration to the security needs of farmers to achieve a win-win situation.Thirdly,we should cultivate professional,professional and high-quality new-type professional farmers and develop vocational training for farmers.Fourthly,the appropriate scale of family farms should be reasonably determined and the development of family farms should be carried out step by step.Fifthly,agricultural standardization should be promoted on family farms to effectively guarantee food security and enhance the quality and market competitiveness of agricultural products.Sixthly,increase the financial and policy support for family farms to help them grow and develop.
