| Since the 17 th CPC National Congress was first introduced to create conditions for more farmers to obtain property income,it has become an irreversible trend to promote the mortgage,guarantee and transfer of farmers’ housing property rights to maximize the property rights of farmers.The implementation of peasant housing mortgage loan business is not only the realization form of rural financial innovation,but also conducive to further deepening the reform of rural collective property rights system,and then solving the problems of rural residents’ financing difficulties and financing,revitalizing idle resources and realizing rural revitalization.However,although the peasant housing mortgage loan has been widely promoted as a key component since its pilot implementation,the rural land rights registration and certification,the rural three-power separation of contracted land,and the three pilot reforms of rural land system have been closely reformed.Correlation,therefore,there are many problems in the peasant housing mortgage system that need to be solved at this stage.Therefore,this research is based on the development status of farmers’ housing mortgage loans in Henan Province,focusing on the problems and root causes of restricting the implementation of farmers’ housing mortgage loans at this stage,in order to promote the reform and development of farmers’ housing mortgage loans.This article takes Henan Province as an example.Firstly,through the investigation of the pilot project of farmers’ housing mortgage loan in Hua County,Henan Province,this paper analyzes the operation status of the farmer’s mortgage loan financing model in Hua County,and evaluates the operation effect of farmers’ housing mortgage loan from the aspects of operational efficiency and farmers’ needs.Secondly,from the three aspects of government,financial institutions and farmers,the factors that constrain the implementation of peasant housing mortgage loans are difficult to realize bonds,the lack of large-scale environment for farmers’ mortgage loans and the insufficient implementation and support of policies,and the analysis leads to this factor.The root causes are: the financial institution’s rural financial service system is not perfect;the loan risk control measures need to be improved and the market-based risk compensation mechanism is absent,the rural housing demand market is small,and the social security function of the homestead lacks effective substitutes and rural credit.The construction of the system lags behind,the government has difficulty in registering farm houses,and mortgage loans are subject to relevant laws.Finally,after the analysis of the problems and causes,according to the successful experience of the three pilot rural areas in Zhejiang Lishui,Anhui Xuanzhou and Sichuan Chengdu,the short-term and long-term aspects of improving the farmer mortgage loan supporting system Suggestions: increase measures for farmers,carry out grassroots research and practice activities,innovate loan service methods,improve relevant legal systems,improve rural housing rights registration and value assessment systems,and develop multi-level loan risk warning and risk mitigation mechanisms.Improve the rural social security system. |
