Economic growth is an eternal topic,and research on the mode of economic growth is endless.Since the reform and opening up,the economic growth and social development have achieved great achievements.However,some of the drawbacks in the development process have also been highlighted.The extensive economic growth model has brought more and more pressure on resources and the environment.The social contradictions such as the gap between the rich and the poor,and the income gap caused by unbalanced economic development are increasing.The people did not share the fruits of reform and development on an equal footing.Inclusive growth is a new concept developed on the basis of traditional economic theory.It is a deep understanding of the mode of economic growth,and internally integrates"social equity"and"economic growth","social inclusiveness"and"social sustainable development "are the goal of social development.Inclusive growth advocates more fair and sustainable growth,which coincides with the"five development concepts"put forward by CPC in the new era,which is of great significance for solving the development contradiction in China at this stage.The Yangtze River Economic Belt is the region with the most economic vitality,the highest degree of openness,and the strongest comprehensive strength in China.It is also an important area of the-"Belt and Road",and plays a pivotal strategic role in the overall construction of the modern society.Therefore,it is of great practical significance to study the regional inclusiveness of economic growth of the Yangtze River Economic Belt,and at the same time it has a leading role in achieving inclusive growth for other areas.This paper firstly sorts out relevant papers about inclusive growth,and summarizes the research on inclusive growth of experts and scholars from three aspects:connotation definition,quantitative measurement and implementation path.Based on the connotation and characteristics of inclusive growth,this paper takes 11 provinces and cities in the Yangtze River Economic Belt as the measurement object,and selects 17 indicators to construct an evaluation system from three dimensions:economic growth,opportunity equalization and achievement sharing,using three single methods(entropy method?Topsis method?grey correlation method)to measure the inclusiveness level respectively.The results of the three methods are tested by Kendall test,and the weighted combination evaluation method based on reliability analysis is used to measure the inclusive level.The results of the combined evaluation are determined by Spearman test to improve the scientific and accuracy of the weighted combination evaluation method.The main conclusions are as follows:(1)Define the connotation of inclusive growth.Inclusive growth is a kind of growth mode that all individuals can take part in economic activities with equal opportunities,and all members of society can achieve comprehensive development and share economic growth results through the sustainable development of the economy.(2)Construct an inclusive growth evaluation indicator system.17 indicators were selected to build an inclusive level evaluation index system from the three aspects of economic growth,equal opportunity and results sharing.(3)Select the data of the 11 provinces and cities of the Yangtze River Economic Belt from 2007 to 2016.The results show that Shanghai is in the first category,Zhejiang and Jiangsu are in the second category,Chongqing,Hubei and Hunan are in the third category,Jiangxi,Yunnan,Anhui,Guizhou and Sichuan are in the fourth category,and the overall inclusive level is the first category>the second category>the third category>the fourth category.Shanghai has the highest level of inclusiveness in the past decade.Although it declined slightly in 2014 and 2015,the overall inclusive level is at the highest level in 11 provinces and cities;Zhejiang and Jiangsu provinces are relatively inclusive with less change during the decade;Chongqing,Hubei and Hunan is generally fluctuating around 0.42,the inclusiveness of the three provinces are at a general level;Jiangxi,Yunnan,Anhui,Guizhou,and Sichuan are among the worst inclusive categories.The inclusiveness has increased to some extent during the decade,but it still exists large gap compared with other regions.(4)Six variables are selected from the aspects of economic growth,income distribution and equal opportunity.R&D investment and tertiary industry ratio are taken as the core explanatory variables.Urban registered unemployment rate,education resources per 10000 people,urban-rural income gap and total social fixed assets investment are taken as a control variable.The regression model was established.The results show that the R&D investment and the tertiary industry accounted for a positive correlation with the inclusive growth.The urban registered unemployment rate,the urban-rural income gap and the role of the whole society fixed assets are negatively correlated with the inclusive growth,the education resources per 10,000 people is not significant.Based on the above analysis,the paper finally proposes targeted policy recommendations from the economic sustainable growth and the construction system arrangements of the promotion of equal opportunities.In terms of sustainable economic growth,it mainly includes transforming the economic development mode;optimizing the industrial structure;developing modern service industry.In terms of the construction system arrangements of the promotion of equal opportunities,it mainly includes optimizing the employment environment and improving the quality of employment;improving income distribution and narrowing the income gap;promoting the equalization of basic public services and improving the social security system.
