An Environmental Evaluation Of Entrepreneurship Cultivation In Chongqing City

At present,many enterprises are faced with a weak capacity for independent innovation,a shortage of key core technologies,increasing competition in the market and even problems of survival.China's economy has shifted from rapid growth to high-quality development.In this context,the Government explores how to maintain and promote the development of enterprises and how to promote regional economic development and economic transformation and upgrading.How to stimulate market vitality and return to the source of economic growth,namely innovation: Entrepreneurship is the internal driving force of enterprise innovation,the source of stimulating market vitality and the engine of economic development.Entrepreneurs with excellent entrepreneurship break the growth dilemma through institutional innovation,technological innovation,thinking innovation and model innovation.We will plan the strategic direction of enterprises,build a new system for future development,and release new growth dividends.The development of excellent entrepreneurship needs to create a healthy macro environment,and the government of our country,as a leading force for the development of excellent entrepreneurship,not only cannot get over the role of stimulating entrepreneurship in the market,but it is also worth exploring and studying.On September 25,2017,the State Council of the CPC Central Committee issued the "Opinions on Creating a Healthy Growth Environment for Entrepreneurs to Promote Excellent Entrepreneurship and Better Play the Role of Entrepreneurs" and the "Implementation Opinions of the Chongqing Municipal People's Government on Further Creating a Healthy Growth Environment for Entrepreneurs to Promote Outstanding Entrepreneurship" promulgated on July 20,2018.The introduction of the government is undoubtedly a guide to the government's actions to stimulate and protect entrepreneurship.So,from the perspective of entrepreneurs,how effective are these policy measures actually to stimulate and protect entrepreneurship? What is the actual implementation of these action guidelines of the government?Therefore,this paper takes the government to create and protect the environment of entrepreneurship as the research object.On the basis of the relevant theories of the government influencing the cultivation of entrepreneurship,the four dimensions of the environment,namely the legal environment,the market environment,the government environment and the market atmosphere,are innovatively used to cultivate entrepreneurship as clearly defined in the documents of the CPC Central Committee.Based on the specific implementation opinions under each environmental dimension in the document,and consulting with entrepreneurs and experts,a total of 28 indicators were determined to evaluate the environment for entrepreneurship cultivation in Chongqing,and a fuzzy comprehensive evaluation model was established.The influence weight of each index on stimulating and protecting entrepreneurship was determined by means of questionnaire survey to small sample entrepreneurs and the use of AHP.Through the questionnaire form of large sample entrepreneurs to obtain the current Chongqing municipal government to cultivate entrepreneurship related policies and measures to realize the actual landing level of the survey data,using the fuzzy comprehensive evaluation method to evaluate the environment for entrepreneurship cultivation.According to the degree of influence of various indicators on the cultivation of entrepreneurship,it is found that under the perspective of entrepreneurs,the government's commitment to creating a fair and competitive market environment is the most important to stimulate entrepreneurship,and the promotion of government services is less important to stimulate entrepreneurship.At the same time,the current spirit of entrepreneurship is not very good in the fair competition market environment in various environmental dimensions,and entrepreneurs have a high degree of satisfaction with the improvement of the government's rule of law environment,the improvement of the government's government environment,and the establishment of market atmosphere.At the same time,it is recognized that there is a unique short plate in the subdivision index.Finally,according to the conclusion of the study,the author puts forward some suggestions on the key areas of government policy measures to stimulate entrepreneurship and how to construct a fair and just market competition environment.
