Research On Poverty Alleviation And Development In Zhangjiakou Area

Poverty is a common problem all over the world.It is also a complex and difficult social problem that each country faces.It not only restricts the economic and social development,but also affects the stability of well-being of people.Since the 18 th National Congress,the Central Committee of the Communist Party of China,with Xi Jinping at its core,has paid constant attention to the situation of poverty alleviation.General Secretary Xi Jinping has visited and studied poverty-stricken areas many times,emphasized the importance of getting rid of poverty and becoming rich in poor areas,and made policy judgments such as accurate poverty alleviation,which have sent good news and help to the people in poor areas.Zhangjiakou area is one of the poorest areas in Hebei Province,and the degree of poverty is rare in China.The development of poverty alleviation not only influences the social and economic development of Zhangjiakou,but also affects the coordinated development of Beijing,Tianjin and Hebei.Moreover,the process of poverty alleviation in Zhangjiakou affects the success that Zhangjiakou area will be able to take off poverty caps in all poverty-stricken areas by 2020,which has become a key point in the process of poverty alleviation.With the development of the society and the renewal of anti-poverty policy,the domestic experts and scholars have been paying more and more attention to them.They started to study the poverty alleviation in Zhangjiakou area in different aspects.And there are different research hotspots and emphases in each period.However,under the new situation of accurate poverty alleviation,there are still some problems in Zhangjiakou area which need to be studied,such as the on-site research of poverty alleviation performance,the research of returning poverty and the research of the relationship between anti-poverty and returning poverty.Those researches are relatively lack so that effective and stability out of poverty cannot be attested fully and accurately.Under the new situation of building moderately prosperous society,how can Zhangjiakou get rid of poverty effectively is an important subject of the times and the development for Zhangjiakou,and it is also the development expectation of Zhangjiakou that is raised by people.Therefore,this paper,firstly,reviews the situation and hotspots of poverty alleviation both at home and abroad,and integrates the poverty situation,causes and characteristics of Zhangjiakou area,etc.by the field research and consulting the important regional literature.Secondly,this paper sorts out the policies and means of poverty alleviation in Zhangjiakou in the past years,and summarizes the existing modes of poverty alleviation mainly.At the same time,combined with the questionnaire and interview,it finds out theproblems in the process of fighting against poverty in Zhangjiakou area,and put forward feasible countermeasures according to the actual problems and situation.Finally,in the light of the poverty alleviation situation of the whole country,this paper sums up the enlightenment and experience of poverty alleviation work in Zhangjiakou area to the poverty alleviation in China,and points out that poverty alleviation work should always center on the people-oriented aim,promote the independent development of poor households,pay attention to the follow-up development of poverty alleviation means,adhere to the theory of poverty alleviation,adhere to the top-level design of poverty alleviation to keep pace with the times,and adhere to the course of poverty alleviation development to seek the truth.
