Research On The Impact Of Fiscal Transfer Payment On Economic Growth In Fujian Province

Fujian Province,as the pioneer of reform and opening up,has long-term rapid economic growth,but at the same time,there is a certain degree of imbalance in economic development across the province.Inland mountainous areas and coastal areas have greater differences in financial self-sufficiency,and some are less developed.Regional financial resources are insufficient to provide basic public goods services.As an important policy tool for the government to promote the equalization of basic public services among different regions,fiscal transfer payments not only provide funds for the supply of public goods,but also play an important role in narrowing the financial gap between regions and promoting stable economic growth.Based on this background,the paper will comprehensively discuss the effects of the scale and structure of financial transfer payments in Fujian Province on economic growth from the perspective of the province and nine districts and cities,and effectively promote the use of fiscal transfer payment funds in Fujian Province,and provide a theoretical reference for the province's balanced economic development funds.The specific methods are as follows:First,using the literature review method,based on previous research,the paper elaborates on the necessity of fiscal transfer payments and its influence mechanism on economic growth from the theoretical perspective.Secondly,the method of chart analysis and data description is used to compare and analyze the status quo ofFujian's fiscal transfer payment scale,structure and economic growth respectively.Then,using the VAR model,the ECM model,and fixed-effect variable-coefficient model,and other tools explore theimpact of the size and structure of financial transfer payments on economic growth from the perspective of the the whole Fujian Province and the nine cities with districts.Finally,combined with theoretical analysis and empirical results,relevant policy recommendations are proposed.The empirical results show that:from the perspective of the province,Fujian's fiscal transfer payments will generally promote economic growth in a certain proportion,and the three major subcoponents of the fiscal transfer payment structure will exert a positive impact on economic growth.Among them,general transfer payment has the strongest economic effect.From the perspective of nine districts and cities,the economic effects of fiscal transfer scales in different cities and istricts in Fujian are very different The regional structure differs greatly.The general positive effect of general transfer payments on economic growth in underdeveloped regions is obvious.Tax rebate can promote economic growth in developed regions.Special transfer payments may positively promote economic growth in different regions and cities,and may also have a negative inhibitory effect.Based on the above analysis of empirical results,based on the perspective of economic growth,the paper proposes optimization proposals for fiscal t:ransfer payments across the province and nine cities.From the perspective of the province:The scale of fiscal transfer payments in the province should be appropriately increased,and the structure of fiscal transfer payments should be actively adjusted to increase the financial transfer payments to inland mountain areas;from the perspective of nine regional cities:the key support of each district and city should be highlighted.Fields,regulate the use of general transfer payment funds management.
