As an important driving force for economic growth, technological innovation is the decisive force for a country to achieve sustainable economic development, and is also crucial to the development of enterprises. In order to obtain a sustainable competitive advantage, modern enterprises are particularly concerned about R&D investment and its output. As an indispensable role in corporate production activities, executives have a very important impact on innovation output.Because executives have uncertainty about the way in which R&D activities of companies of different sizes and in different regions are involved, this determines that heterogeneous corporate executives need to choose appropriate intervention methods to promote innovation and development. This paper matches the micro data of listed companies from 2011 to 2015 and the macro industry data of each region, constructs an empirical model of innovation output, analyzes the mechanism of the executives' intervention on heterogeneous enterprise R&D activities, and focuses on different research. The impact of the scale of the executives' interventions on R&D on innovation output in different regions and the following main conclusions:First, executives,as the core figures of business operations, play an indispensable role in the innovation and production activities of enterprises, and their different ways of intervening in enterprise research and development have different effects on the innovation performance of enterprises.Second, because of the advantages of their own resources, large enterprises choose to lead the research and development of enterprises to improve the innovation output of enterprises.Small and medium-sized enterprises have disadvantages in terms of resource acquisition compared with large enterprises. Can improve the innovation performance of enterprises,Third,in the eastern region, due to the high level of economic development,large-scale enterprises have better access to resources than small and medium-sized enterprises.Therefore,large-scale enterprise executives can lead enterprises to improve their innovation performance, while small and medium-sized enterprise executives participate in enterprise R&D.In addition,we can increase the innovation output. In the central region,we have the opposite result of the western region.Large-scale enterprise executives can participate in enterprise R&D,which can improve corporate performance, while small and medium-sized enterprises lead enterprise R&D can improve enterprise innovation.Output,in the western region, due to the limitations of its own resources, regardless of the size of the company, executives can participate in enterprise R&D to improve the innovation output of enterprises.According to the research results of this paper, the following suggestions are made in a targeted manner: First, according to the advantages of enterprise resources, enhance the involvement of senior management in enterprise R&D.Whether it is leading or participating in R&D,executives can better grasp the overall progress of R&D activities. In order to enhance the innovation output of enterprises;secondly, according to the size of the enterprise, choose the appropriate intervention method. The difference in the size of the enterprise determines the different capabilities of the enterprise to obtain external resources. In the small and medium-sized enterprises,if the senior management participates in R&D as a R&D team member,It can stimulate other R&D personnel of enterprises to improve the innovation output of enterprises.Thirdly, according to the level of economic development, the intervention methods should be changed reasonably. For different enterprises in different regions, the difference in the size of enterprises will affect the choice of executives for R&D intervention. We need to adapt to local conditions and rationally change the way in which executives are involved in R&D according to their own environment.
