Research On The Reform Of The Commercial Registration System

The 19 th CPC report proposed to deepen the reform of the commercial system,break administrative monopoly,prevent market monopoly,speed up the reform of factor price liberalization,relax restrictions on the access of the service industry,and improve the market supervision system.The reform of commercial registration system is an important entry point and breakthrough for China to accelerate the transformation of government functions and streamline administration and delegate power.It is of great significance to straighten out the relationship between the government and the market,innovate the way of government regulation,establish fair,open and transparent market rules,regulate the threshold of market access and stimulate economic vitality.Shanghai Changning District,as one of the regions that implemented the reform of business registration system together with most of the regions in China in 2014,has no legislative privilege of special economic zones or pilot free trade zones,but can see the big picture from the small.Compared with pilot regions,it is more representative of the reality of most regions in China.This paper chooses the reform of the commercial registration system in Changning District of Shanghai as the research object,systematically combs and analyzes the process of promoting the reform of the commercial registration system in Changning District,relaxing the market access,strengthening the supervision after the event,optimizing the service and speeding up the transformation of government.The main practices,achievements and problems of government functions,especially the scientific use of limited government theory and government regulation theory,are analyzed quantitatively on the objective data changes and subjective perceptions of the business operators before and after the reform of the commercial registration system,so as to evaluate the effects of the reform and make progress.We will further promote the reform of the business registration system and provide theoretical support and analysis framework.In view of the prominent problems existing in the process of deepening the reform of the commercial registration system,this paper puts forward some countermeasures and suggestions from the aspects of optimizing the legal environment of commercial registration,perfecting the social credit system,innovating the mode of supervision after the event,promoting the pattern of social co-governance and co-management,speeding up the whole process of electronic application,etc.,with a view to making progress.To the change of government function and deepen the reform of the commercial registration system has carried on the theoretical analysis and empirical research on the change of government function and deepening the reform of system of commercial registration has carried on the theoretical analysis and empirical research,and provides a reference for other prefecture-level cities in China,especially for other districts in Shanghai.
