Investigation And Research On The Renovation Mode Of Hollow Village In Dali City Based On The Pilot Project Of National Homestead Reform

The reform of rural land system is the basis and key to comprehensively deepening reform.Its importance and complexity determine the difficulty and challenge of land system reform.In recent years,with the major changes in rural social economy,a large number of rural labor transfer and non-agricultural economy have developed rapidly,and farmers are eager to improve their housing conditions.In the absence of unified planning and supervision,The phenomenon of “roadside villages” and “villages inside farmland” appeared,“the construction of new ones did not demolish the old”,“one household and multiple houses” and other violations of the “Land Management Law” became more and more serious,and the problem of rural “hollow villages” intensified.February 27,2015,The Thirteenth Meeting of the Standing Committee of the 12 th National People's Congress reviewed the decision of the State Council on the review of the relevant provisions of the State Council on the temporary adjustment and implementation of relevant laws and regulations in the administrative areas of 33 pilot counties(cities,districts)such as Daxing District,Beijing.The proposal of 33 districts(cities,districts)such as Daxing District of Beijing has become the pilot area for the reform of rural land system in China at this stage.Among them,Dali City is the only county(city,district)in Yunnan Province that has been included in the three pilot projects of rural land system reform in the country,and it is carried out as a pilot project for the reform of the housing site system.The beautiful scenery and the long history of folk culture are synonymous with Dali City.For a long time,the planning of villages and towns is lacking,and the village construction is disorderly.As a result,most of the village's transportation facilities are backward,the old houses in the village are difficult to drain,and the houses are staggered.The sayings of “scraping by the wind,evaporation of the sewage,and the home is bright and the outside is messy” are widely circulated,and are inconsistent with the beautiful natural environment.In order to further explore and refine the successful experience and excellent model of hollow village remediation,and draw relevant experience,it providesreference and reference for the implementation of hollow village remediation in relevant regions of China.In this paper,Shuangyuan Village,Yinqiao Town,a typical pilot village of Dali City,was selected as the research area.Through field research and visits,the development status and rectification of the hollow village of Shuangyuan Village in Dali City were investigated.On this basis,12 indicators of hollow village remediation benefit evaluation were selected,and the weights were calculated by expert scoring method,principal component analysis method and entropy method.The comprehensive evaluation model of the benefits of the renovation of Shuangyuan Village in Dali Village was constructed.At the same time,the system summarizes the working mechanism,process and main practices of the renovation of the hollow village in Shuangyuan Village,and analyzes the main innovations,successful experiences,existing problems and promotion and application measures of the renovation of Shuangyuan Village Hollow Village,so as to extract the hollow village remediation model.1.Shuangyuan Village explored a unique set of practices in the renovation of the hollow village.The first is to implement a collaborative work mechanism for the main body of the government,the leadership of the village collective organization,and the participation of the masses;The second is to establish a hollow village remediation promotion meeting to enrich the grassroots organizational structure;The third is to scientifically design the plan for the renovation of the hollow village project,so that planning can go ahead;The fourth is to rationally formulate compensation standards for demolition,unified demolition and unified management;The fifth is to level the land and carry out infrastructure construction,and re-plan as a new home supply base to meet the needs of housing users and future housing construction.2.The evaluation results of the benefits of the renovation of Shuangyuan Village Hollow Village show that the comprehensive benefit score of Shuangyuan Village Hollow Village after rectification is 93.45 points,which is about 7 times higher than the comprehensive benefit score of 11.71 points before rectification.This remarkable result of the rectification of the Shuangyuan Village Hollow Village was attributed to the joint improvement of the benefit scores of the various indicators.The calculationshows that the economic benefit score of Shuangyuan Village Hollow Village before rectification is 6.08 points,and the economic benefit score after rectification reaches95.06 points,an increase of about 15 times.The social benefit score before the renovation of the hollow village was 12.92 points,and the social benefit score after the rectification increased to 94.16 points,an increase of about 6 times.The ecological benefit score before the renovation of the hollow village was 16.50 points,and the ecological benefit score after the remediation was 90.05 points,an increase of about 4.5 times.3.The renovation of the Shuangyuan Village Hollow Village presents obvious features and highlights.First,pay attention to the sustainable development of the village,and start from the unified planning to carry out the renovation of the hollow village.Second,the renovation of the hollow village provides new indicators for the construction of homesteads to meet the actual needs of farmers in the future.The third is to set up a hollow village remediation promotion meeting to give full play to the leading role of the mass organizations.Fourth,the rectification of the hollow village highlights the national characteristics and promotes outstanding national culture.4.The successful treatment of Shuangyuan Village Hollow Village has achieved relatively successful experience and is worth learning.First,extensive publicity of policies and regulations,forming a consensus on the renovation of hollow villages.The second is to mobilize the enthusiasm of the peasant masses and guide the villagers to autonomy.The third is to grasp the relevant policies and promote the renovation of the hollow village as a whole.The fourth is to clarify the responsibility of the department and leadership,and improve the rectification mechanism of the hollow village.The fifth is to strengthen the follow-up management of the renovation of the hollow village and consolidate the results of the renovation of the new village.5.However,it should be noted that there are still some problems in the renovation of the Shuangyuan Village Hollow Village.First,the village-level organizational governance capacity is weak,affecting the efficiency of the renovation of hollow villages.Second,there is still no institutional support for the renovation of the hollow village.Third,the demolition resistance of the waste residential land in thehollow village is large.Fourth,the subsequent resettlement of the renovation of the hollow village is difficult and has many contradictions.6.As a relatively successful model for the renovation of hollow villages,certain measures need to be taken in the promotion and application of the Shuangyuan Village remediation model.First,all localities should refer to the specific reality and refer to,learn from and promote this model according to local conditions.The second is to use a global framework to guide the practice of hollow village remediation.The third is unified planning and construction,and steadily promote the renovation of hollow villages.The fourth is to enrich the grassroots organizational structure and strengthen the renovation of the hollow village.7.For the continuous improvement of the hollow village remediation model,this paper proposes four countermeasures: First,link the renovation of the hollow village with the strategy of rural revitalization and promote the construction of beautiful countryside;The second is to improve the rectification system and working mechanism of the hollow village,and put an end to rectification;The third is to broaden the sources of funding for the renovation of hollow villages and establish a fund guarantee system;The fourth is to further develop the initiative of the villagers and actively promote the renovation of the hollow village.
