Research On The Implementation And Tracking Audit Of Environmental Protection Policy

Since the Nineteenth National Congress of the Communist Party of China,the construction of ecological civilization and the protection of ecological environment have been comprehensively summarized and emphatically deployed,and the construction of ecological civilization has once again been raised to a new strategic height.Focusing on the concept of "Green Mountains are Jinshan and Yinshan",the state started to follow up the implementation of environmental protection policies on the basis of the follow-up audit of the implementation of major policies and measures already carried out.In this context,environmental protection policy implementation tracking audit is bound to become the focus of environmental protection audit work in the new era.Starting from the concept,scope,connotation and goal of policy implementation tracking audit,this paper sorted out the procedures and evaluation system of environmental protection policy implementation.This paper discusses how to determine and organize the implementation plan of follow-up audit of environmental protection policy implementation,how to collect evidence and carry out follow-up audit of environmental protection policy implementation,and how to form a complete report of follow-up audit of environmental protection policy implementation.The status quo,existing problems and causes of follow-up audit of environmental protection policy implementation are analyzed.For the case selection,this paper will take XX Snow Mountain National Nature Reserve in Diqing Prefecture of Yunnan Province as the specific research object.Focusing on the basic situation of protected areas,this paper discusses in detail how to carry out follow-up audit of environmental protection policy implementation in protected areas.According to the follow-up audit procedure,a comprehensive evaluation of environmental protection policy implementation in protected areas is formed.According to the evaluation index,the main problems in the protected area are put forward,the causes of the problems are analyzed,and then the solutions are put forward.It is believed that this paper will have certain reference value andresearch significance for the follow-up audit of environmental protection policy implementation in protected areas and even for the follow-up audit of environmental protection policy implementation in the new era.
