Policy Support Study On Heze City Rural Area E-commerce Development

In recent years,in order to shorten the gap between urban and rural places and solve the society contradictions in rural places,and promote the continuous improvement on rural economic level,our nation has given the great support to the rural places to carry out E-commerce business activities with the focus on solving “Agriculture,Rural Area,Peasant”problems and improving the living quality standard of rural residents.Under the support and guidance of national policies,the development of Heze E-commerce in rural area has been always taking the lead in the whole Shandong Provice,also ranked in the top level nation wide.The wholesome policy support system on E-commerce in Heze has played an important role in the so-fast growth of Heze City’s rural E-commerce industry,besides its premium local natural resources.Therefore this article takes Heze City as the study object,and using several study methods,such as document analysis method,interview and investigation method and case analysis method,to carry out the policy support study on Heze City’ rural-commerce.With the application of document analysis method,the concept of rural area E-commerce and the research achievements in related fields domestically and internationally have been re-organized and summarized to understand the current study status in E-commerce policy support at the present stage.And the related theories have been illustrated on the policy support to E-commerce development in rural areas,which is the theoretical foundation of summary to promote Heze’s policy to support E-commerce development.The experiences in domestic typical regions,such as the support to industrial park,the cultivation of main market players,capital support and identification of responsible units,have been briefly summarized,which has given the realistic basis to raise the support suggestions on optimization of the development policy in Heze City’s rural area E-commerce.With the application of interview and investigation method,based on understanding the developing background and current status of Heze’s rural area E-commerce,SWOT method has been used to analyze the pros and cons in Heze’s rural development and its opportunities and challenges in future.The current strategy support status and features of Heze’’s rural area E-commerce development have been analyzed by the introduction of policy background of Heze Rural Area E-commerce,and from the view points of capital,main player,industrial park,logistics distribution,brand buildup,organization protection system,and etc..And alsothis article has presented some existing problems during the process of policy support,e.g.:insufficient capital policy support,imperfect rural area E-commerce professional talents system,and the logistics distribution system to be optimized,less significant brand effect in agricultural products marketing,and ineffective organization insurance system.With the application of combination of interview and investigation method and case analysis method,the article has analyzed the typical successful cases in E-commerce development supported by Heze’s policy,and summarized into 3 patterns evolved in the policy support progress,detailed as “Policy Support Pattern in Facilitating Rural E-commerce to Assist the Disabled and Help the Poor”、“Policy Support Pattern in Facilitating Rural Area E-commerce Assembly”、“ Policy Support Pattern in Facilitating Rural Area E-commerce to Develop Large Marine Eosystem”.As regards to the study and analysis in the first few sections,in combination of the actual situation of Heze City,this article has brought up the support suggestions on optimization of Heze City Rural E-commerce Development Policy.
