Inviting investment is an important economic policy that currently has been widely implemented by local governments in China and has been deeply affecting economic and social lives of the locals.The academia has attached great importance to this phenomenon.Inviting investment brings in new vitality to local economy,in the meantime,it causes many problems,some of which are common and serious.Using the theory of public management and taking the individual case of local government’s investment invitation(Beizhen City)for example,this paper profoundly analyzes the problems of local governments in inviting investment at present,and concludes Beizhen’s current problems of inviting investment in accordance with its regional conditions,which include the serious formalism of investment-invitation,the lack of attraction for technical,supportive and extraterritorial funds,the old and single ways of investment-invitation,the slow progress of investment project,etc.To solve these problems,this paper analyses in depth the reasons how they form,including the lack of responsibility and objective knowledge for investment invitation,unsuitable investment positioning for local development,less professional investment-inviting personnel,and the limitations of land and the environment impact assessment,etc.Targeted countermeasures and suggestions have been put forward,such as to strengthen the guidance for investment-invitation,to innovate on ways of investment-inviting,to build an excellent investment-inviting work team,and to optimize business environment,etc.,hoping to raise the guidance of theory and practice for Beizhen’s investment-invitation and to provide referential experiences for improving business environment and promoting the development of investment invitation.
