| After the global financial crisis,global economic and trade environment has become more complex.At the same time,trade protectionism appeared.The developed countries represented by the United States advocate the construction of higher level international economic and trade rules to meet their own development.Therefore,China as one of the biggest economic entities in the world,it not only needs to seek a new motive force for its domestic economic growth,but also needs to take more responsibility to do something actively to accommodate with high standard international economic and trade rules and then can promote the creation of a suitable international environment.Under these background,China begin to establish China pilot free trade zone(also called FTZ)and has already set up 11 pilot free trade zones until now.Besides,there are more and more regions applying to establish it and want to be a member of China FTZs.The Nineteenth National Congress of the CPC has granted China’s pilot free trade zone greater autonomy in reforming and opening-up.As a test field of high standards of international economic and trade rules,it sets up with the aim of implementing a series of successful experience about policy innovations in the zone and promote it throughout the nation.In view of this,this article base on the comparison of its development situation between domestic pilot free trade zones and foreign representative free trade zones,empirical study the influence of the establishment of China pilot free trade zones’ on regional economic growth and give some suggestions to promote China pilot free trade zones’ healthy development.This is of great significance to excavate the new motive force of domestic economic growth,actively connect with high standard international economic and trade rules and enrich the theories which related to regional economic growth.By summary existent related literature,this paper finds that scholars at home and abroad hold two different views on the relationship between the establishment of foreign FTZs and the regional economic growth,so we can’t help to think about the relationship between the establishment of China pilot free trade zones and regional economic growth.However,by combing the relevant documents of China free trade zones,it is found that due to China pilot free trade zones establishment time slot is too short,few foreign scholars have carried out research on it,and most of the domestic scholars’ researches on it are rich in qualitative research,but few in quantitative research,except for Shanghai.There are almost no research on the relationship between the establishment of China pilot free trade zones and regional economic growth.So this paper considers using synthetic control method(SCM)to solve the problem of data shortage.First of all,by comparing and analyzing the development of the three representative foreign FTZs and the first four China pilot free trade zones,we find that China’s FTZs and foreign FTZs have some differences,such as legal guarantee,the establishment of the management institutions and the formulation of preferential policies in FTZs.Next,according to free trade theory,Growth pole theory and the theory of institutional innovation,use provincial balanced panel data and SCM to empirical study the influence of the establishment of China Shanghai,Guangdong,Fujian,Tianjin pilot free trade zone on regional economy growth.The result show that the establishment of China Shanghai,Guangdong,Fujian pilot free trade zone have a significant role in promoting regional economic growth,and this promotion effect has passed the robustness test.Through further analysis,it has been found that under the stimulus of a series of policy dividends at the beginning of the establishment of the FTZs,it can play a catalyst role for regional economic growth,but if the policy is not favorable,there will be no sustained economic growth power,the effect will be short-lived.Besides,whether the establishment of Tianjin pilot free trade zone can promote Tianjin’s economic growth still needs further verification.Finally,in order to further promote the healthy development of China pilot free trade zone,it is suggested that the establishment of China pilot free trade zone should actively and reasonably learn from the successful experience of foreign countries’ FTZs,including perfecting the relevant laws and regulations of the FTZs as soon as possible,and uniform legislation specifically applicable to the China pilot free trade zone shall be formulated as soon as possible,a unified and efficient national free trade test area special administrative body shall be established,the supervision department of the resident area shall be streamlined,and the market mechanism will be used well.Deal well with the relationship between government and market and combine with local reality to improve the diversity of the system innovation.In addition,we should take the serious security responsibility Tianjin as a warning,improve the level of supervision in the zone,and formulate an exit mechanism for the failed operation of the zone.The innovation of this paper is based on "counterfactual" thinking,using the synthetic control method of Abadie and Gardeazabal(2003)and Abadieon Diamond and Haimueller(2010),using the index of quarterly GDP per capita year-on-year growth rate,which can best measure the overall level of the region development.This paper has studied the effects of the establishment of FTZs in Shanghai,Guangdong,Fujian and Tianjin on the regional economic development,and the conclusion is the establishment of FTZs can better reflect its impact on the regional economy and more persuasive. |
