Military industry research institute mainly refers to research institute specializing in undertaking national defense research tasks,and it plays an important role in weapon development of China.As Chinese society and economy undergo constant reform and development,management mechanism of military industry research institute also continuously evolves with the innovative development of the times,but due to the particularity of its business and longstanding planned economic management system,performance evaluation purely seeks to complete research tasks,while business performance evaluation is mainly about the quantitative evaluation of simple financial indexes.Moreover,traditional performance evaluation of military industry research institute is confined to the evaluation of financial dimension and neglects the influences of technological innovation,stakeholders,human resources and other factors on business performance evaluation,failing to meet the needs of its business performance evaluation in the new competition.Therefore,establishing a performance evaluation index system fit for strategic development of military industry research institute is an important task to improve management ability and competitiveness of the institute.Under the overall situation where the economy is increasingly marketized and evaluation is scientized,establishing a scientific performance evaluation system on the part of military industry research institute leads to effective supervision and management and helps stakeholders make decisions after learning about the state of business and development trends.To conduct performance evaluation for business groups owned by central government,SASAC(State-owned Assets Supervision and Administration Commission)gradually established a set of corporate performance evaluation system and indicator system,but indicators used are largely deviated from the applicability to military industry research institute performance evaluation.According to current domestic and foreign theories regarding performance evaluation and research findings,this article makes a comprehensive analysis of the history of Chinese corporate performance evaluation.Then,by using research methods of empirical analysis and combining theory with financial data,this article takes four dimensions of balanced score card(BSC)as the basic framework based on the characteristics of QD research institute,lays emphasis on the role of Economic Value Added(EVA)and cash flow indicator at the financial level and the capability of technological innovation in terms of internal process,and then discusses and establishes a KPI(Key Performance Indicator)system suitable for the institute to assess its business performance with mathematical analysis methods like analytic hierarchy process,in an effort to make new system innovated able to meet the information needs of all stakeholders.Furthermore,this performance evaluation indicators system is also applied to the case study of QD Research Institute to verify its validity.
