Venture capital guiding fund is guided by the government to set up on the basis of market operate policy fund,mainly through to help support the development of venture investment enterprises,guide the social capital into the venture investment field.Our country's venture capital guiding fund emerged in the early 1980 s,due to the demand of the development of innovative high-tech enterprises in our country,venture capital fund in our country to promote the speed increase year by year.After 2008,governments at all levels have issued a series of policy document to promote the establishment of venture capital fund in our country,venture capital fund in China in recent years have qualitative leap in terms of quantity and scale.However,there are still some problems in the rapid development of venture capital guiding fund in China,such as the unreasonable performance evaluation of venture capital fund.At present our country venture capital fund performance evaluation is still stay in reference to the experience of foreign venture capital guiding fund mature countries for qualitative analysis,but the nature of the venture capital fund in China and abroad is not completely the same,can not blindly copying embezzlement.Therefore,it is urgent to establish a set of performance evaluation system that can adapt to China's national conditions,and conduct reasonable performance appraisal for China's government investment fund.How to further improve the performance evaluation system of venture capital guiding fund is of great significance to improve the operation quality of the next stage.This article USES the "3E" 'principle theory,public finance theory and the theory of entrusted economic responsibility as the theoretical basis of the article,based on the theoretical basis for design of "3E" indicators(Economy,Efficiency and Effectiveness)and sustainable development indicators;Main content first found existing in performance evaluation of venture capital fund shortage in our country,and then clear the necessity of venture capital fund of the government performance evaluation,then build the government venture capital fund performance evaluation model and case analysis,to S venture capital venture capital guiding fund operation and data,for example,on the performance evaluation and the specific analysis,evaluation conclusion,the last on the basis of the evaluation results to improve the efficiency of company S venture capital guiding fund performance,efficiency,effect and sustainability of specific recommendations;The aim of the research is to set up the evaluation system of venture capital guidance fund based on the existing research results of domestic and foreign government venture funds.Is the innovation of this article points the main evaluation index system of innovation,design the sustainability of secondary indicators and secondary indicators guide fund growth ability,the ratio of investment income and investment cost,idle fund utilization level indicators and other performance evaluation indicators.This article finally set up a performance evaluation system of venture capital fund,contains four secondary indexes and 14 tertiary index,and on the company S venture capital fund performance evaluation,according to the evaluation results put forward four Suggestions.
