With the development of market economy and the deepening of the reform of information technology,the communication enterprises develop rapidly.The enterprise's economic environment,management model,competitive survival and stakeholder needs and other factors of the development and planning of enterprises are changing.Communication enterprise is a new developing industry in our country,and it is the basis and important part of the national innovation system.The performance evaluation of innovative communication enterprises can provide a more effective theoretical basis for the development and planning of enterprises so as to promote better development of enterprises.China's current enterprise performance evaluation index system has many problems,such as heavy financial indicators,non-financial indicators,heavy short-term evaluation,long-term evaluation,and so on.It was necessary to establish a performance evaluation index system which is suitable to the business environment and reflects the strategic requirements of the enterprise.Firstly,the concepts of performance and performance evaluation,the theory of performance evaluation and the theory of performance evaluation were introduced in this paper.Then the achievements and shortcomings of the current performance evaluation was analyzed in the paper,which pointed out the problems to be solved and made the theoretical basis for the following analysis.Then the expert analysis focused on the preliminary design,screening,evaluation index and evaluation index weights that determine the formation of the synthetic evaluation index system of enterprise performance communication.Finally,based on the research and development of A communication enterprise,the paper evaluated the performance evaluation,and obtained the ideal result.Through the systematic study,the following conclusions are drawn:Most of the existing performance evaluation indicators of communication companies are static indicators and do not pay much attention to non-financial indicators.Evaluation methods are single and the result of evaluation is low.It is not good to express the key factors and factors of enterprise performance improvement and lacks the evaluation index of human capital.We should pay attention to the sustainable development,innovation and the maximization of the overall interests in the selection of performance evaluation indicators.30 indicators are initially identified from five aspects,such as finance,customer,employee,innovation and the public.Consistency test and other steps that set of weights setting is reasonable through the expert evaluation method by constructing judgment matrix.Application of fuzzy comprehensive evaluation to evaluate the performance of a communication enterprise.The evaluation results are realistic,and the membership degree of a enterprises is 0.764.The overall evaluation is good,but the financial performance needs to continue to strengthen.
